É a última oportunidade para Timor (entrevista de JRH)

O primeiro-ministro de Timor Leste acredita que os próximos cinco anos vão ser a segunda e possivelmente a última oportunidade do país consolidar a democracia e a paz. Numa entrevista exclusiva ao PONTO FINAL, José Ramos Horta abre a porta a uma eventual candidatura à Presidência e garante que o país está pronto para investir centenas de milhões de dólares em infra-estruturas
PONTO FINAL: O que é que domina a agenda política até às próximas legislativas?
José Ramos Horta: Temos as presidenciais em primeiro lugar, a 9 de Abril e até lá temos de criar todas as condições para que haja eleições verdadeiramente livres e democráticas. Isto, não apenas no plano da segurança, que penso que Timor está em excelentes condições em todo o território. Em Díli há problemas esporádicos mas as Nações Unidas já organizaram eleições em situações cem vezes mais difíceis do que a que se vive em Díli. Mas digo mais no plano de oportunidade aos pequenos partidos de poderem deslocar-se ao interior, de terem meios logísticos e financeiros para a sua campanha, para que o povo conheça de perto os líderes. Embora cada partido já devesse ter feito isso nos últimos cinco anos mas há partidos que surgiram só agora.
Há uma lacuna grande no acesso aos media, a nossa televisão só é praticamente vista em Díli, as rádios têm pouca cobertura e a Imprensa escrita menos ainda.
É necessária uma intensa campanha de educação cívica.
E depois vamos às legislativas, que penso que serão mais intensas do que as presidenciais. Vão estar em campo mais de dez partidos, o que é salutar para a democracia mas para isso tem de haver muito civismo entre a classe política timorense. Por isso estamos a trabalhar num código de conduta que venha a ser subscrito por todos.
P: As duas eleições podem ser uma nova oportunidade, um virar de página na história recente de Timor?
J. R. H.: Exacto. Os próximos cinco anos serão a segunda e provavelmente última oportunidade para Timor Leste consolidar a paz e democracia e fazer o grande arranque no plano económico.
E isto depende muito do comportamento da classe política timorense, da elite política, de cada um de nós. Se contribuirmos todos para que as eleições decorram com total transparência e harmonia, se produzirem um resultado claro que garanta estabilidade governativa e parlamentar, creio que temos condições.
Porque ao longo destes meses de crise viajei por todo o país e a grande lição é a de que temos um povo excepcional, a esmagadora maioria não quis a violência e daí que não tenha havido uma guerra civil. Porque se o povo fosse violento e guerreiro como se diz teríamos tido uma guerra civil sem parar até hoje, mesmo com intervenção internacional.
P: Os analistas internacionais aqui em Timor têm dito que é preciso actuar agora, rápida e eficazmente. Mas há também a sensação de que escasseia alguma massa crítica, nomeadamente na estrutura política do país?
J. R. H.: Temos tido mais de dez partidos na liça nos últimos cinco anos, não temos tido falta de políticos e de politiqueiros nem de intelectuais, embora eu também ache que os partidos políticos precisam de mais apoio, mais educação, mais meios. Tenho defendido que o apoio não deve ser apenas material, com cartazes e computadores mas também algum dinheiro de forma a poderem empregar pessoas. A maioria dos partidos não tem dinheiro. A Fretilin tem dinheiro, não muito, obviamente, é um partido organizado ao longo de 30 anos, tem grande base de apoio e muitos amigos fora de Timor Leste, portanto está à partida em posição de muita vantagem em relação a todos os outros.
P: Vai aproveitar esta entrevista para anunciar formalmente a sua candidatura às presidenciais?
J. R. H.: Bom, a sua pergunta pressupõe que eu já tenha decidido candidatar-me. Eu continuo a hesitar muito. Se surgirem outros candidatos melhores e se o povo ficar satisfeito com essas candidaturas eu não avanço. Tomarei uma decisão mais lá para o prazo limite da entrada das candidaturas. Até lá vou continuar a aconselhar-me junto de pessoas amigas, a consultar a Igreja, o presidente Xanana, os partidos políticos para ver se podem surgir outros nomes consensuais.
Eu estou a encorajar outros nomes, a doutora Ana Pessoa, ministra da Administração Estatal; encorajei o general Taur Matan Ruak mas que já me veio dizer que não; o engenheiro Estanislau da Silva, meu vice-primeiro-ministro e o próprio presidente do Parlamento Nacional, Lu Olo.
Se eu me candidatar e perder será um alívio porque pelo menos cumpri com a minha consciência de que me devo oferecer para a chefia do Estado. Se eu me candidatar e for eleito, levarei as funções com muita seriedade porque este povo merece, o país necessita, não tenho dificuldades porque conheço meio mundo, falo com todos os partidos e dou-me bem com todos, conheço o país de lés a lés. Portanto, não tenho grandes dificuldades para o exercício das funções.
P: Preocupa-o o facto de Mari Alkatiri, secretário-geral da Fretilin já ter dito que não concorda com as datas previstas paras as legislativas e que em última análise, senão aceitar as explicações do presidente Xanana, avança para o Tribunal de Recurso?
J. R. H.: Bom, cada um de nós pode fazer uma interpretação demasiado rígida ou académica da Constituição ainda que seja o Tribunal de Recurso quem tem competência para o fazer com neutralidade. E eu creio que não é necessário chegarmos até aí, tenho conversado com o doutor Mari Alkatiri e com o resto da liderança da Fretilin, sei que já houve um encontro entre o senhor Presidente da República e o presidente e o secretário-geral do partido, que decorreu em ambiente frutuoso, por isso creio que entre o PR e os partidos políticos e em particular o partido maioritário, pode haver uma solução de compromisso que respeitando o espírito da Constituição possa ser flexível quanto à realização das Legislativas.
P: O bispo da Noruega avisou que o petróleo pode ser uma bênção mas pode também ser uma maldição, dando o exemplo de outros países como Angola, Nigéria, Venezuela. Numa altura em que Timor Leste ainda dispõe de cinco blocos offshore livres e se prepara para concursos internacionais nos blocos de gás e petróleo em terra, qual é a estratégia do governo para esta fonte de riqueza?
J. R. H.: Sabemos que o petróleo não resolve as questões de subdesenvolvimento e da pobreza, é preciso é saber investir o dinheiro que vem do petróleo e do gás em infra-estruturas que são indispensáveis para o desenvolvimento da economia e que ao mesmo tempo crie empregos aos milhares e reduza a pobreza.
Vamos investir centenas de milhões de dólares nos próximos anos em estradas, estamos em negociações com o fundo do Kuweit, com o Millenium Challenge Count para centenas de quilómetros de estradas de duas vias e outras secundárias que vão criar milhares de postos de emprego nos próximos anos.
Estamos em negociações com outros investidores para hotéis, alguns vão já começar este ano. Portanto, o importante é não fazermos como Salazar, que guardava o dinheiro debaixo da cama e os mais de mil milhões de dólares [americanos] de que dispomos hoje, em apenas dois anos do fundo do petróleo, que sejam investidos com audácia, aceitando riscos necessários para o país poder arrancar.
P: E para quando a entrada de Timor Leste enquanto membro de pleno direito na ASEAN?
J. R. H.: Eu quero apostar para daqui a cinco anos. Em que função estiver, depois de Maio, estarei activamente ligado à preparação de Timor Leste para a entrada na ASEAN. É de suma importância para o nosso país.

Possiveis Candidatos a Presidencia

Depois de Mari Alkatiri ter dito que reúne condições para se candidatar à presidência da República, são perto de dez os nomes alvitrados para o lugar, que começa a ser disputado numa primeira volta em 9 de Abril.
Até se saber que o secretário-geral da Fretilin fora ilibado das acusações que o fizeram afastar-se da chefia do Governo, a formação política maioritária da sociedade timorense admitia avançar com o nome do seu presidente, Francisco Guterres (Lu"Olo), também presidente do Parlamento.
O comandante das Forças Armadas, brigadeiro Taur Matan-Ruak, foi uma hipótese admitida na imprensa australiana, enquanto nos próprios jornais de Timor-Leste se tem falado, entre outros, no bispo resignatário de Díli, D. Carlos Filipe Ximenes Belo.
Quinta hipótese é o actual primeiro-ministro, José Ramos-Horta. O antigo governador Mário Carrascalão - que apoia a candidatura presidencial da vice-presidente do Partido Social Democrata, Milena Pires - prefere vir posteriormente a tentar ser primeiro-ministro, mas o seu irmão João, líder da União Democrática Timorense, está na corrida à presidência.
Outras hipóteses de presidenciáveis são um antigo quadro da Fretilin, Abílio Araújo, actual líder do Partido Nacionalista Timorense (PNT), Manuel Tilman, presidente do partido KOTA, e o ministro dos Negócios Estrangeiros, José Luís Guterrres, que em 2006 tentou arrebatar a Alkatiri a liderança da Fretilin.

Díli, 7 Fev (Lusa) À O primeiro-ministro timorense, José Ramos-Horta, afirmou hoje que continua em aberto a hipótese de se candidatar à Presidência da República e manifestou o desejo de ter o apoio "de todas as forças políticas.
"Se decidir avançar, avançarei", declarou hoje em Díli antes de viajar para Nova Iorque.
"Gostaria de ter o apoio de todas as forças políticas", reafirmou o chefe de governo, sublinhando que ainda não tomou a decisão de se candidatar às eleições de 9 de Abril. "Conto com Deus e com o povo", afirmou à margem da assinatura de um acordo para a conclusão da rede de emissores da televisão timorense em todos os distritos.
José Ramos-Horta não quis responder ao secretário-geral da Fretilin e ex-primeiro-ministro, Mari Alkatiri, que segunda-feira exigiu em conferência de imprensa desculpas públicas do actual primeiro-ministro e do Presidente da República, Xanana Gusmão.
"Eles sabem perfeitamente os corredores que fizeram para me forçarem a sair do governo", referiu Mari Alkatiri ao anunciar, segunda-feira, o arquivamento do processo-crime aberto contra si em Junho de 2006, por alegada entrega de armas a civis.
"Os meus actos foram todos públicos e a minha preocupação única e exclusiva foi de evitar que a crise (se) agravasse e descambasse em guerra civil", explicou hoje José Ramos-Horta antes de deixar o país para uma visita a Nova Iorque e a Berlim.
"Esforcei-me muito para o diálogo entre a Presidência da República e a direcção da Fretilin", acrescentou.
"O que eu disse na altura é que nunca acreditei que o doutor Mari Alkatiri pudesse estar implicado directa ou indirectamente nas alegações feitas" contra ele.
O gabinete do primeiro-ministro distribuiu terça-feira à imprensa uma nota com a transcrição de uma entrevista à Australian Broadcasting Corporation e um despacho da agência AFP, ambos de Julho de 2006, nos quais José Ramos-Horta afirmava a mesma incredulidade e "inexistência de provas" contra Mari Alkatiri.
José Ramos-Horta acompanhará em Nova Iorque o debate no Conselho de Segurança sobre a situação em Timor-Leste e o futuro da missão das Nações Unidas no país.
Sem outro comentário à invectiva pública de Mari Alkatiri, José Ramos-Horta explicou que nunca teve qualquer intenção de ocupar a chefia do governo, propondo até "vários nomes" para o cargo antes de aceitar liderar o II Governo Constitucional.
"Se não tivesse havido crise, não estaria aqui hoje", disse ainda o primeiro-ministro. "Abandonei a minha não-candidatura a secretário-geral das Nações Unidas, quando já tinha muitos apoios para o cargo", no Conselho de Segurança, de membros permanentes, "de políticos em Washington".

The Primer Minister Ramos-Horta in his statement at the Court of Appeal on Tuesday 2/2, said that Rogerio distributed guns to reinforce public order because, according to him, after the incident on 28 April, he travelled all night until morning around the city, in front of embassies to verify if the city was protected by the police but unfortunately he found none. Also, on the 29 April many PNTL officers abandoned their posts increasing the risk, according to rumours, that the petitioners were going to attack the government buildings. He said that the police wouldn’t have the capacity to establish law and order and that the former Minister of Interior, to avoid all this from happening, gave orders to give guns to civilians to restore order.
Horta said he doesn't know if the actions of Rogerio are politically correct or incorrect, but that a closer look should be taken at that stage of the situation. He also said he didn't believe that Lobato had intentions to destroy his country.
According to Horta, it was only on 28 May that the Commandant of PNTL Paulo de Fatima Martins informed him that the PNTL guns used by UIR on the border had been transferred to Dili. Martins did not explain clearly who gave orders and for what purposes the guns had been transferred to Dili.
Ramos-Horta said that the incident of 28 April 2006 in front of the Government building was with the intervention of a third party but he did not name that third party. (Timor Post)

Olha, para mim as ideias proferidas por Mari Alkatiri é um sinal de uma pessoa desgraçada, um individo desesperado, frustração e desnorte de alguém que nem se quer ter a mínima vergonha na cara. É claramente ridícula e pura imaginação dele
(MA) venha pedir as "esmolas desculpas" ao PR e ao seu próprio ministro de então e actual PM interino Dr. Ramos Horta. Ele (MA) é que DEVE PEDIR AS
DESCULPAS ao povo de Timor-Leste !!! Francamente o Mari Alkatiri é um individo imoral e um político irracional !!! Alguém de nós os timorenses ouviu da
boca destes nossos ilústres Senhores Xanana Gusmão e José Ramos Horta já tinham feito os insultos ao Mari Alkatiri e suas famílias desde que surgiu a crise ?
Eu digo sinceramente, ainda não sofro amnésia, a minha memória ainda é capaz de relembrar os acontecimentos de um mês, de um ano ou talvez dez a vinte anos ou meio século eu possa me enganar um pouco ! Ele (MA) que tenha um pouco dignidade, não
venha envergonhar todos nós os restos timorenses ! Tenha um pouco moral e ensina às novas gerações do maior partido histórico FRETILIN e não só, uma boa lição de moral, para que estas estejam bons dirigentes e excelentes líderes no futuro. Ele
que haja bom senso antes de pedir os outros para o estarem, ele era e ainda é líder do maior partido na nação Timor-Leste. O Mari Alkatiri devia ter a noção de que a responsabilidade da crise que afectou e continua afectar as vidas das populações, em particular de Díli, ele é o principal responsável !
Ele é o responsável das atitudes e os erros cometidos por outros membros do seu governo, independentemente ele envolveu ou não na alegada distribuição de armas às civis, formar pára militares denominado o esquadrão da morte, ou dar ordens as F-FDTL para dispersar os manifestantes com as rajadas de tiros que causaram a morte de dos civis ou a morte dos elementos da polícia PNTL, UIR pelos membros da F-FDTL. Ele foi o PM, um PM de um país como se fosse a cabeça de um ser humano, ele é o planitude das ordens e cumo das responsabilidades do executivo. Mais ninguém ! Só
os irresponsáveis, falsos dirigentes ou líderes cobardes é quem imputam as suas responsabilidades à outros. Para mim o Mari Alkatiri não merece ser líder de um povo humilde como o de Timor. Sim, apenas serve líder da sua família. Ele tem muito
jeito para ser um bom chefe da família, tem espírito fraterno muito forte e solidariedade nas distribuições das tarefas e bens às famílias. Aí sim. Nota-se muito essa característica de ser um bom chefe da família aquando este esteve no governo e como chefe do executivo, só que as tarefas atribuídas como a entrega ao próprio irmão ao cargo como embaixador, a entrega de acções do estado nas mãos do outro irmão e outra representação do país a sua própria mulher só demonstra o carácter genuíno de um líder pirata andante. Essa sim, porque só luta para os interesses do grupo e suas famílias, e para tal o líder do grupo, se aposta em tudo até a sua própria dignidade e sua vida.
Voltando falar do desejo do Mari Alkatiri em "receber" as prendas de "excelência" do PR e do actual PM, só posso dizer uma coisa. Isso todos nós sabemos o porque. Só não sabe quem não tem interesse em saber ou quem não quer saber mesmo. É uma boa
estratégia política dele (MA) mas a estratégia é medíocre para um estrategor político ou mesmo para qualquer pessoa com um bom pensamento. A estratégia
da política de baixo nível ! Ou melhor, já nem se quer a tal estratégica ou táctica política que o povo de Timor-Leste precisa. É uma maneira de disfarçar os erros, a irresponsabilidade e a fal de capacidade de ser um bom líder. Essa sim, é o verdadeiro trajecto traçado para escapar a sua vergonhoza atitude, a representação da posição que ele tomou em pedir para si as desculpas ao PR é uma maneira de desviar as culpas ao PR e Dr. Ramos Horta.
Porque só sendo assim é que, para ele, pode sentir livre ou pelo menos pode sentir na pele um certo alívio. Mas isso é o que ele pensa, imaginação que pode nunca ter aquilo que queria. Como sempre foi a não reconhecer os seus erros cometidos no passado em particular desta crise que abalou todos e tudo, em que este esteve sempre
acusar tudo e todos menos a si própria e sua família, mas ninguém tem dúvidas sobre ele (MA) é o único responsável pela crise. Agora já se pede alguém para lhe pedir desculpas ??? Era o que faltava ! E a quem o povo vai pedir as desculpas e
indemnizações ??? Penso eu, e tenho a convicção de que as populações conhecem quem deve a elas. É o tal DR. Mari Bin Amuden Alkatiri é que DEVE pedir desculpas ao povo pela sua INCAPACIDADE de dirigir o governo, e o estado DEVE pagar as indemnizações
pelos danos materiais ou morais causados ao povo.
Não é o Excelentíssimo Sr. PR ou na sua pessoa Sr. Xanana Gusmão é quem pedir desculpas a individo Mari Alkatiri. Nem o Dr. José Ramos Horta deve pedir as
desculpas ! Porque se o Mari Bin Amuden Alkatiri já não está como PM de Timor-Leste é porque o Povo de Timor-Leste é quem retirou a confiança no Sr. Dr. Mari Alkatiri. Ele foi corrido legitimamente do cargo como PM pelo Povo ! Não foi o PR, não foi o
Ramos Horta, não foram os EUA, não foram os australianos, não foram os dois bispos, não foi nenhum padre ou uma madre, não foi o Fernando La Sama de Araújo e a sua mulher, não foram os partidos da oposição, nem eu ! Foi O POVO !!! Este sim...!!!!
Por isso, o PR não deve pedir desculpas a ninguém muito menos ao Mari Alkatiri...é um disparate Mari Alkatiri pedir ao PR as desculpas a ele !!!

boca destes nossos ilústres Senhores Xanana Gusmão e José Ramos Horta já tinham feito os insultos ao Mari Alkatiri e suas famílias desde que surgiu a crise ?
Eu digo sinceramente, ainda não sofro amnésia, a minha memória ainda é capaz de relembrar os acontecimentos de um mês, de um ano ou talvez dez a vinte anos ou meio século eu possa me enganar um pouco ! Ele (MA) que tenha um pouco dignidade, não
venha envergonhar todos nós os restos timorenses ! Tenha um pouco moral e ensina às novas gerações do maior partido histórico FRETILIN e não só, uma boa lição de moral, para que estas estejam bons dirigentes e excelentes líderes no futuro. Ele
que haja bom senso antes de pedir os outros para o estarem, ele era e ainda é líder do maior partido na nação Timor-Leste. O Mari Alkatiri devia ter a noção de que a responsabilidade da crise que afectou e continua afectar as vidas das populações, em particular de Díli, ele é o principal responsável !
Ele é o responsável das atitudes e os erros cometidos por outros membros do seu governo, independentemente ele envolveu ou não na alegada distribuição de armas às civis, formar pára militares denominado o esquadrão da morte, ou dar ordens as F-FDTL para dispersar os manifestantes com as rajadas de tiros que causaram a morte de dos civis ou a morte dos elementos da polícia PNTL, UIR pelos membros da F-FDTL. Ele foi o PM, um PM de um país como se fosse a cabeça de um ser humano, ele é o planitude das ordens e cumo das responsabilidades do executivo. Mais ninguém ! Só
os irresponsáveis, falsos dirigentes ou líderes cobardes é quem imputam as suas responsabilidades à outros. Para mim o Mari Alkatiri não merece ser líder de um povo humilde como o de Timor. Sim, apenas serve líder da sua família. Ele tem muito
jeito para ser um bom chefe da família, tem espírito fraterno muito forte e solidariedade nas distribuições das tarefas e bens às famílias. Aí sim. Nota-se muito essa característica de ser um bom chefe da família aquando este esteve no governo e como chefe do executivo, só que as tarefas atribuídas como a entrega ao próprio irmão ao cargo como embaixador, a entrega de acções do estado nas mãos do outro irmão e outra representação do país a sua própria mulher só demonstra o carácter genuíno de um líder pirata andante. Essa sim, porque só luta para os interesses do grupo e suas famílias, e para tal o líder do grupo, se aposta em tudo até a sua própria dignidade e sua vida.
Voltando falar do desejo do Mari Alkatiri em "receber" as prendas de "excelência" do PR e do actual PM, só posso dizer uma coisa. Isso todos nós sabemos o porque. Só não sabe quem não tem interesse em saber ou quem não quer saber mesmo. É uma boa
estratégia política dele (MA) mas a estratégia é medíocre para um estrategor político ou mesmo para qualquer pessoa com um bom pensamento. A estratégia
da política de baixo nível ! Ou melhor, já nem se quer a tal estratégica ou táctica política que o povo de Timor-Leste precisa. É uma maneira de disfarçar os erros, a irresponsabilidade e a fal de capacidade de ser um bom líder. Essa sim, é o verdadeiro trajecto traçado para escapar a sua vergonhoza atitude, a representação da posição que ele tomou em pedir para si as desculpas ao PR é uma maneira de desviar as culpas ao PR e Dr. Ramos Horta.
Porque só sendo assim é que, para ele, pode sentir livre ou pelo menos pode sentir na pele um certo alívio. Mas isso é o que ele pensa, imaginação que pode nunca ter aquilo que queria. Como sempre foi a não reconhecer os seus erros cometidos no passado em particular desta crise que abalou todos e tudo, em que este esteve sempre
acusar tudo e todos menos a si própria e sua família, mas ninguém tem dúvidas sobre ele (MA) é o único responsável pela crise. Agora já se pede alguém para lhe pedir desculpas ??? Era o que faltava ! E a quem o povo vai pedir as desculpas e
indemnizações ??? Penso eu, e tenho a convicção de que as populações conhecem quem deve a elas. É o tal DR. Mari Bin Amuden Alkatiri é que DEVE pedir desculpas ao povo pela sua INCAPACIDADE de dirigir o governo, e o estado DEVE pagar as indemnizações
pelos danos materiais ou morais causados ao povo.
Não é o Excelentíssimo Sr. PR ou na sua pessoa Sr. Xanana Gusmão é quem pedir desculpas a individo Mari Alkatiri. Nem o Dr. José Ramos Horta deve pedir as

Alkatiri espera desculpas públicas de Presidente e PM
O secretário-geral da Fretilin e ex-primeiro-ministro timorense, Mari Alkatiri, disse esta segunda-feira esperar que o Presidente da República e o actual chefe de Governo «saibam reconhecer publicamente o erro» que levou à sua demissão, em Junho de 2006.
«Eles sabem perfeitamente os corredores que fizeram para me forçarem a sair do Governo», acrescentou Mari Alkatiri na conferência de imprensa em que anunciou o arquivamento do processo-crime aberto em Junho de 2006.
No encontro com os jornalistas, Alkatiri sublinhou que preenche «todos os requisitos» para se candidatar à Presidência da República.
«Fui finalmente notificado pela Procuradoria-geral da República de que o processo foi arquivado por falta de provas», declarou Mari Alkatiri perante uma assistência de cerca de setenta pessoas, entre líderes da Fretilin, membros do Executivo, simpatizantes (timorenses e portugueses) e jornalistas.
«A justiça está de parabéns pela decisão que tomou», considerou Mari Alkatiri: «É uma decisão correcta com fundamentações lógicas e correctas».
Mari Alkatiri não excluiu a hipótese de ser ele próprio o candidato presidencial da Fretilin às eleições de 9 de Abril: «Cumpro todos os requisitos».
O líder da Fretilin estava ladeado pelos seus dois defensores timorenses, José Guterres e Arlindo Sanches, «advogados de uma equipa multinacional, sem ser monopolista».
«Não vim aqui para me vingar», insistiu, por mais que uma vez, o ex-primeiro-ministro, acrescentando: «Não sou pessoa de vinganças».
Mari Alkatiri repetiu estar em público «a pedir tolerância, a pedir paciência e evitar uma guerra civil em Timor-Leste», um perigo que «existiu mas já não existe».
O líder da Fretilin acentuou o que espera de Xanana Gusmão e de José Ramos Horta: «Vão ter que se retractar».
«Quando se diz que alguém não é culpado, abre-se uma nova página», explicou Mari Alkatiri perante uma plateia que acompanhou as suas declarações e respostas com aplausos.
«Aqueles que acusaram são culpados de alguma coisa», disse.
«Tenho várias canais para usar mas acho que ainda podemos acreditar na grandeza moral dos nossos líderes. Que eles saibam reconhecer o erro. Não quero usar as leis e de novo o sistema judicial para repor, na sua totalidade, o meu nome e a minha imagem», acrescentou.
Mari Alkatiri sublinhou que espera desculpas públicas não apenas dos líderes políticos «mas também de líderes religiosos que pregam a moral. Que tenham agora dignidade moral».
O líder da Fretilin deixou a chefia do Governo a 25 de Junho de 2006 na sequência da crise política e militar de Abril e Maio, em que houve quebra da cadeia de comando das forças de segurança e entrega de armas a civis.
«Não vim declarar guerra a ninguém», insistiu o líder da Fretilin: «Que de futuro não haja mais golpes, baixos ou não».
«Que fique claro: irei entregar-me totalmente ao processo eleitoral, para mostrar de que lado está o povo», concluiu.
O arquivamento do processo, por falta de provas, já tinha sido noticiado em Dezembro, mas na altura o Procurador-Geral, Longuinhos Monteiro, não o tinha confirmado.
O envolvimento de Mari Alkatiri na alegada distribuição de armas a civis custou-lhe o cargo de primeiro-ministro, de que se demitiu a 26 de Junho do ano passado, tendo sido substituído por José Ramos Horta, seu ministro de Estado e dos Negócios Estrangeiros e da Cooperação.

EAST Timor's ruling Fretilin Party has threatened to withdraw from parliamentary elections unless they are held before the end of May, following confirmation a presidential vote will take place in April.
President Xanana Gusmao, who set April 9 as the date for presidential elections, has repeatedly said he will not run again. However, he is widely expected to form his own political party and run as an elected member of parliament.
Under East Timor's electoral law, parliamentary elections must take place a minimum of 80 days after the presidential vote. This means the parliamentary poll will most likely be held in late June or early July.
But Mr Gusmao's weekend announcement triggered a threat from Fretilin that it would boycott the parliamentary ballot unless it was held before May 20. Fretilin believes any vote held after that date would be unconstitutional.
East Timorese Prime Minister Jose Ramos-Horta said as recently as Wednesday that he would not run for the presidency unless there were no other candidates to rule the emerging country, which has been plagued by political instability and violence.
"If there are no other people (as candidates), if everyone thinks I have to accept the responsibility because the state needs it, then I will think it over again," Mr Ramos-Horta said.
UN police backed by Australian and New Zealand military personnel last week arrested 47 suspects, including the leader of a martial arts gang believed responsible for much of the street violence in Dili that has racked the capital for months.
An assortment of weapons were seized during the arrests, including clubs, home-made explosives, darts, knives, machetes and bows and arrows.
Law and order is a pre-requisite for the holding of free and fair elections. The National Electoral Commission has been established and started voter registration in Dili last week.
However, the poll dates are set to delay a start on the $8billion Greater Sunrise oil and gas prospect.
Ratification of the Treaty on Certain Maritime Arrangements in the Timor Sea, signed in January last year, and the Greater Sunrise International Unitisation Agreement, signed in 2003, has been held up because of the civil strife.
Under CMATS, East Timor's share of the revenues from Greater Sunrise, which straddles the boundary of the Joint Petroleum Development Area between Darwin and East Timor, could be as much as $US14 billion ($19 billion) because revenues will be shared 50-50 with Australia, compared with 80-20 as originally proposed.
But some Fretilin members and independents in the Dili parliament are unconvinced the revised deal under CMATS is in East Timor's interests.
East Timor wants any liquefied natural gas development of Greater Sunrise to be within its borders, which Australian resources company Woodside maintains is uneconomic.
Woodside chief executive Don Voelte was hoping to have progress on Greater Sunrise "early in the New Year", but this hope has been dashed because all major parliamentary action is on hold until after the elections are held.

EAST TIMOR'S Fretilin party, the dominant political force in one of
the world's poorest nations, is pushing for lavish pensions and other
benefits for former government ministers.
With East Timor racked by 10 months of violence that has displaced a
tenth of the population and caused widespread food shortages, the
move has triggered community anger and forced President Xanana Gusmao
to use his veto powers.
It comes as Australian and other foreign peacekeepers struggle to
quell continuing gang violence, killing and arson in the capital,
Dili, and as the UN appeals for aid to help 100,000 people who have
fled their homes.
Legislation granting every former minister a lifetime pension equal
to his official salary, a government house, car, private staff,
diplomatic passports, free international travel and other benefits
was passed by the Fretilin-dominated parliament late last year.
President Gusmao has since vetoed the bill, sending it back to
parliament. Under the constitution, he will have to approve the bill
if it is passed a second time by two-thirds of the parliament, where
Fretilin holds 55 of the 88 seats.
The bill, condemned by a coalition of non-government groups, was
followed by separate legislation covering pensions for former MPs.
While less lavish than the bill covering ministers, the MPs' bill was
still generous by local standards, where one-fifth of the population
lives on much less than $US1 a day.
That bill, which also faced popular opposition, was modified after Mr
Gusmao suggested amendments.
Opposition MP Joao Goncalves said both bills were "unrealistic and
inappropriate" given conditions in the country.
"Our people are still facing extreme difficulties, poverty, and
members of parliament and government office holders were getting
these benefits while the majority of our people are in precarious
conditions," he told The Sunday Age.
He said Fretilin had proposed the former ministers bill to "look
after their comrades", such as former prime minister Mari Alkatiri
and other ministers who were forced to step down last year.
One section of the bill, giving former ministers a personal security
officer, has caused particular indignation among non-government
organisations, given the lack of security in Dili despite the
presence of more than 1000 foreign police and more than 1000 foreign
troops, most of them Australian.
Continuing gang violence in Dili prompted the Federal Government to
update its travel warning for East Timor last week, advising
Australians to reconsider travelling there as violence could worsen
and Australians could be specifically targeted.
East Timor's Government has asked the UN to send additional police
amid fears that security could deteriorate ahead of presidential
elections expected to be held in May and parliamentary elections due
in July or August.
Despite Government moves to empty internal refugee camps by the end
of last year, and threats to end official food relief, continuing
violence in the capital forced up to 2000 people to flee their homes
in recent weeks.
Last month the UN launched an appeal for $US16.6 million ($A21.4
million) to help the 100,000 people living in official camps, in
church compounds or with relatives, to return to their homes.
At the height of the political crisis that erupted in May, 150,000
people were displaced.
The majority, who account for 10 per cent of the country's
population, are still too afraid to leave, despite Government
pressure. The United Nations and relief agencies report a rising
incidence of food shortages and high levels of malnutrition in the
country, ranked 142nd out of 177 countries in the UN's index that
measures poverty.
In recent weeks, government and private relief agencies have given
food aid to tens of thousands of displaced people. Even without the
current political and security turmoil, more than 40 per cent of East
Timor's people routinely face food shortages.

A Fretilin, partido que detém a maioria absoluta no Parlamento timorense, poderá avançar com a candidatura do seu presidente, Francisco Guterres ("Lu-Olo"), para a sucessão de Xanana Gusmão.
Esta decisão, que prejudicaria o apoio do partido a uma eventual candidatura do primeiro-ministro Ramos-Horta, ganhou ontem um novo impulso, depois de Xanana ter convocado as presidenciais para 9 de Abril, sem fazer qualquer referência às legislativas em Timor-Leste. É isso que explica que Fretilin já tenha questionado a constitucionalidade desta decisão, admitindo, pela voz do seu líder, o ex-primeiro-ministro Mari Alkatiri, vir a recorrer para o Tribunal de Recurso. "Não entendemos porque se marcou uma data e não a outra. O novo Presidente não pode ser empossado por um Parlamento em fim de mandato."
À margem desta nova disputa entre o Presidente da República e o partido que apoia o Governo de Ramos-Horta, o facto é que a Fretilin não gostou de ver Xanana alterar o calendário previsto, criando, assim, as condições para poder concorrer às legislativas, como há muito tempo se diz em Timor-Leste, faltando apenas saber se o actual inquilino do Palácio das Cinzas tenciona criar o seu próprio partido ou se pretende colocar-se à frente de uma coligação formada por partidos já existentes.
É neste quadro que surge "Lu-Olo", que acumula as presidências da Fretilin e do Parlamento. Com esta candidatura, a Fretilin acredita que poderá eleger o sucessor de Xanana e atingir mais dois objectivos: neutralizar Ramos-Horta, o candidato mais desejado por Xanana e que tem dito sempre que não será candidato sem o apoio do maior partido timorense; e baralhar tudo outra vez, limitando o espaço de Xanana nas legislativas, onde tudo estaria em aberto se a Fretilin perdesse, entretanto, as presidenciais.

A Fretilin, partido que detém a maioria absoluta no Parlamento timorense, poderá avançar com a candidatura do seu presidente, Francisco Guterres ("Lu-Olo"), para a sucessão de Xanana Gusmão.
Esta decisão, que prejudicaria o apoio do partido a uma eventual candidatura do primeiro-ministro Ramos-Horta, ganhou ontem um novo impulso, depois de Xanana ter convocado as presidenciais para 9 de Abril, sem fazer qualquer referência às legislativas em Timor-Leste. Bem-vindos ao Quartel do 1º Batalhão das F-FDTL!
Passam-se hoje seis anos sobre a constituição das Falintil-Força de Defesa de Timor-Leste, pilar do Estado, elemento estruturante da República Democrática de Timor-Leste.
Neste último ano da sua existência o país tendo vindo a atravessar uma crise que alguns designam de política e militar. Se quisermos ser rigorosos, esta crise manifestou-se nas Forças de Defesa e Segurança. Contudo, as suas origens ultrapassam a instituição militar. Elas encontram-se no nosso passado remoto e também no passado recente. O nosso posicionamento no espaço geoestratégico é factor também a ter em conta.
É certo que houve problemas no nosso seio. As F-FDTL assumem a responsabilidade das suas acções. Mas, deseja que outras instituições com responsabilidade na situação de crise, também o façam.
Paulatinamente, a situação vai-se clarificando. Vivemos momentos de grande dor nos quais se deixou passar a imagem de que os nossos efectivos teriam violado o seu juramento militar de respeito à Constituição da República ao enveredar em acções condenáveis, nomeadamente que teriam cometido um massacre.
Desde a primeira hora dispusemo-nos a aclarar a verdade dos factos. Dissemo-lo em diversas ocasiões e volto a repetir hoje: colaborámos com todas as Comissões de Inquérito que visam apurar a verdade, colocámo-nos à inteira disposição do sistema de justiça.
Esta é também a nossa forma de contribuir para a estabilidade e afirmação da soberania do nosso país.
A estabilidade depende de inúmeros factores. Pelo que nos toca, as F-FDTL são e continuarão a ser APARTIDÁRIAS em total respeito ao consagrado na nossa Constituição. As Forças de Defesa inserem-se num sector mais vasto, comummente designado por Sector de Segurança. O Comando das F-FDTL reafirma a sua vontade e disponibilidade de trabalhar com a Força irmã que é a PNTL.
Neste ano de realização das eleições presidenciais e legislativas reafirmamos o nosso posicionamento não partidário.
Neste nosso aniversário serei breve ao falar do futuro. Finalizámos um estudo sobre a circunstância estratégica, as missões, os objectivos e o tipo de Força de Defesa que o país precisa. Tornamos público esse estudo no dia 22 de Janeiro último.
O nosso país é uma meia ilha e do nosso território também fazem parte um enclave, uma ilha e um ilhéu. O mar é uma realidade incontornável e a soberania implica pensar criativamente a jurisdição sobre o mar.
Inevitavelmente, as Forças de Defesa têm de ter uma componente naval. Entendemos que o Mar é uma ponte que nos une aos nossos vizinhos e, no planos de defesa e militar há que aprofundar a cooperação com as componentes navais ou marinhas dos países vizinhos.
As novas ameaças implicam sobretudo que olhemos para a segurança em termos regionais. Não queremos a Austrália e a Indonésia vistas apenas como vizinhos. Queremos desenvolver relações de cooperação e de amizade com as forças congéneres.
Reconheço que não temos tradição naval. Importa começar e aprofundar. Esta é uma das orientações do Estudo da “Força 2020”.
Com os efectivos que temos, impõem-se reorganizar a Força à luz das novas orientações. Já foi dada a ordem aos meus oficiais e assessores para iniciarem de imediato esta tarefa.
Para melhor cumprir a nossa missão de servir o País e o Povo, temos de levantar um Pelotão de Engenharia. É uma forma de valorizarmos a tradição de Servir das Gloriosas FALINTIL.
Como forma de contribuir para a Paz no mundo, e sempre ao serviço do nosso País, devemos dispor de efectivos capazes de agir integrados em forças de manutenção de paz, no estrangeiro.
Nenhuma destas tarefas se realiza num curto espaço de tempo mas estamos determinados a concretizá-las.
Neste 6º Aniversário, como Comandante da Força exprimo o meu profundo agradecimento a todos os países que cooperaram com as nossas Falintil-FDTL. Tendo consciência de um longo caminho que ainda temos a percorrer a cooperação é uma exigência para que as F-FDTL ajam de forma profissional mas sempre ao serviço do nosso País e do nosso Povo.

Alkatiri Attacks Australian Interference In Timor

Maputo, 24 Nov (AIM) - The former prime minister
of East Timor, Mari Alkatiri, on a private visit
to Mozambique, has accused the Australian
government of interference in Timorese internal affairs.
Despite the fact that he leads the Timorese
liberation movement Fretilin (Revolutionary Front
for an Independent East Timor), which remains the
country's largest and most popular political
party, Alkatiri was forced to resign earlier this
year in what has been described as "a constitutional coup d'etat".
The immediate cause of the violence that wracked
East Timor in late May was a mutiny by Timorese
troops who had been sacked from the armed forces
and were led by a man who had played no role in
the struggle against Indonesian occupation, but
spent the years of war in comfortable exile in Australia.
The violence was used as an excuse to destabilise
the Timorese government and remove Alkatiri,
bitterly disliked in the Australian establishment
because of his tough (and successful) negotiating
stance over the oil reserves under the Timor Sea.
Alkatiri lived in exile in Maputo for many years,
and has returned to see old friends. In an
interview published in Friday's issue of the
independent weekly "Savana", Alkatiri stressed
his belief that there had been an Australian hand in forcing his resignation.
Over the previous year and a half, he noted, the
Australian media "launched a deliberate campaign
to denigrate the image of the Timorese government
and of Fretilin in general, and my image in particular".
At the height of the May/June crisis, Australia's
right-wing prime minister John Howard, Alkatiri
added, "was the only political leader who
declared that he wanted me to resign, in a clear
act of interference in the internal affairs of Timor".
Clearly the oil negotiations were a weighty
factor behind this. "The negotiations were
tough", said Alkatiri, "and I strongly defended
Timorese interests. In one block, we got rights
to 90 per cent, when initially we had only been
allocated 50 per cent, and in another we got 50
per cent instead of the initial offer of 18 per cent".
Asked about the role of the Catholic Church, the
religion followed by most Timorese, Alkatiri
replied "I don't much like to talk about the
church as an institution, but it's a fact that
part of the hierarchy was militantly opposed to the government".
"I have no doubts in stating that the Catholic
Church played the role of an opposition,
organising demonstrations for two or three weeks", he added.
A complicating factor is that Alkatiri himself is
not a christian, but comes from a moslem family.
"I admit that the fact that I'm a moslem, in an
overwhelmingly catholic country, may be difficult
for some catholic sectors to accept", he said.
As for the trumped-up charges that Alkatiri had
distributed guns to civilians, the UN's
commission of inquiry had found no proof, but
nonetheless recommended continued investigation.
Alkatiri was not surprised, and regarded this as
a way to save the face of those Timorese
politicians, notably President Xanana Gusmao, who
had forced his resignation. "The way the UN
report was presented shows clearly they don't
want to affectthose in power", he said. For if
the UN had clearly stated there was no basis for
the accusations against him, "then what would the
position of the President have looked like, since
he asked for my resignation precisely because of those charges ?"
Alkatiri dismissed rumours that he had come to
Mozambique to escape Timorese justice. He had
told the Attorney-General in advance of his
travel plans, and he had given him his contact numbers.
Furthermore, Alkatiri remains in regular contact
with the man who replaced him as Prime Minister,
Jose Ramos-Horta. "In Timor, we meet once a
week", he said. "When I'm abroad, we speak regularly on the phone".
Fretilin had given Ramos-Horta's government its
backing. Ramos-Horta had inherited the Alkatiri
government's ambitious plans, but Alkatiri
thought he had been "unable to define clearly the
difficulties and tackle them frontally".
In particular, Ramos-Horta had not re-established
law and order, and the authority of the state, or
solved the problems of those displaced in the
May-June fighting. "That should have been a
priority, and it wasn't", said Alkatiri.
He was sharply critical of Gusmao. Although he
did not believe the President was initially
involved in the plans to topple the Alkatiri
government, he came on board later, and showed
"the unjustifiable hatred he has for Fretilin".
Alkatiri admitted the key role that Gusmao played
in the resistance to Indonesian occupation,
following the death of Fretilin's first leader,
Nicolau Lobato. Gusmao introduced a new style of
leadership, very much centred on his own person -
and in the dark years of the 1980s, Alkatiri
admitted, this worked and the resistance
survived. Gusmao was the de facto leader of
Fretilin, even when he formally separated himself from the party.
But when independence came, the situation was
radically changed. Fretilin reorganised, and
Gusmao was outside of the party structures.
"President Xanana's great problem is that he has
lost the leadership of Fretilin", said Alkatiri.
"You can't try to lead a party if you are outside
of it. Only those who are prepared to subordinate
themselves to Fretilin structures can lead
Fretilin. What the President wants is, at the
least, irrational. That was where our quarrels began".
Alkatiri said he did not want to be Fretilin's
candidate for prime minister at the next
elections. Instead, he would prefer to work to build up the party.

at short notice to resolve political and social problems that emerge as the
new nation slowly recovers from this year's deadly turmoil, an
international organization working for reconciliation in the Asian state
said Wednesday.
Former Latvian President Valdis Birkavs, coordinator of the Club of
Madrid's efforts to promote dialogue in Timor, said he was concerned that
despite recent peace rallies organized by Timorese youth groups and a
symbolic joint parade by the police and army units, little evidence exists
that parallel reconciliation moves have been made by Dili's leaders and
main political parties.
Resolving Timor's political instability calls for "common efforts", said
Birkavs, noting that his own country went through periods of
post-independence turmoil before managing to consolidate democracy.
The role of Timor's leaders in bringing lasting political stability to the
four-year-old nation is crucial, said Birkavs, adding hypothetically that
if he was one of Dili's leader, his "first concern would be to talk to
everyone and act immediately".
"But this dialogue must lead to action. Action and more action", stressed
the ex-Latvian leader.
Bircavs recalled a conversation he recently had with Timor's minister of
state and public administration, Ana Pessoa, who argued that work is more
important that words.
"I told Ana Pessoa that work is much more important than words. But words
give hope and encourage people".
Birkavs was speaking at a meeting of Timorese government ministers, MPs,
political and church leaders and heads of the army and police forces
organized by President Xanana Gusmao and aimed to uncover the causes behind
Timor's recent crisis and those to blame for it.
A presidential communique said the conclusions of the meeting would be made
public at a future date.
The Club of Madrid is an independent organization comprising nearly 70
former heads of government and state whose aim is to contribute to
strengthening democracy worldwide.

Malaysia is a "flawed democracy" and falls nearly at the bottom of the list, below Mongolia, Sri Lanka, the Philippines, Indonesia, Timor Leste and Palestine in a new Democracy Index developed by the Economist Intelligence Unit.
The index, which is available in The Economist's annual publication The World in 2007, grades 167 countries out of 192 independent states according to their degree of democracy.
The index looks at 60 indicators across the five categories of electoral process and pluralism, civil liberties, the functioning of government, political participation, and political culture.
Countries are spread across four regime types Ð full democracies (28 countries), flawed democracies (54), hybrid regimes (30) and authoritarian regimes (55).
"Sweden leads the pack with a near-perfect score followed closely by Iceland and the Netherlands.
"By contrast, the United States (ranked 17th), Britain (23rd) and France (24th) are near the bottom of the full democracy category," a press statement from The Economist said.
South Africa leads the "flawed democracy" category at 29th position, followed by South Korea at 31, Taiwan 32, India 35, Mongolia 56, Sri Lanka 57, the Philippines 63, Indonesia 65, Timor Leste 65, Bangladesh 75, Hongkong 78 and Palestine 79.
Malaysia ranks 81, sharing the spot with Bolivia at the bottom of the category.
The statement said "flawed democracies" were concentrated in Latin America and eastern Europe.
"Many of these countries remain fragile democracies. Levels of political participation are generally very low and democratic cultures are weak," it said.
Malaysia, however, remains ahead of Singapore (84), Thailand (90) and Cambodia (105) which fall under the "hybrid regimes" category, of which Iraq (112) anchors.
Pakistan (113) tops the list of "authoritarian regimes" while North Korea ranks last. In between are China (138), Vietnam (145), Laos (155) and Myanmar (163).
The Economist said more than half of the world's population lived in a democracy of some sort, although only 13% reside in full democracies.
"Despite the advances in democracy in recent decades, almost 40% of the world's population still live under authoritarian rule," it said.
It added that after decades of progress, the most recent global trends in democratisation have been negative, signalling a pause in the spread of democracy.

detained under rock throwing charges.
Two incidents of burglary were reported in
Colmera and Mercado Lama. An assault on two
civil staff working for UNDP while walking in the
Metadoro area was reported. Both victims
received treatment for minor injuries at National Hospital and were discharged.
As of this security update, the outlying Districts remain calm.

operating 24 hours, 7 days a week. Mercada Lama

Following continued bouts of rock-fighting at
Obrigado IDP Camp, UNMIT has deployed Maylasian
UNPol officers to maintain calm. Two people were
detained under rock throwing charges.
Two incidents of burglary were reported in
Colmera and Mercado Lama. An assault on two
civil staff working for UNDP while walking in the
Metadoro area was reported. Both victims
received treatment for minor injuries at National Hospital and were discharged.
As of this security update, the outlying Districts remain calm.
Caicoli, Becora and Comoro Police Stations and
Bidau, Pentai Kalapa Airport Police Posts are
operating 24 hours, 7 days a week. Mercada Lama
and Hera police posts are operating from 7 am to
11 pm. The Seaport is functional from 9 am to 5 pm.

East Timor is the world's newest nation. It's
half an island between Australia and Indonesia
with beautiful natural resources, a place that
won independence from Indonesia in 2002. But it
remains the poorest nation in Asia, and it has
grown increasingly violent since clashes between
eastern and western residents of the capital of
Dili began this spring. This week, things got
worse. The head of the U.S. Pacific Command made
his first visit yesterday, hours after factional fighting killed four.
NPR Pentagon correspondent John Hendren was with him and he filed this report.
JOHN HENDREN: On his way into town, Admiral
William Fallon's convoy rolled past hundreds of
rocks, the rival gang's weapon of choice, littering the airport road.
Admiral WILLIAM FALLON: It's a rather sad story
of people rather destitute and the statistics are
pretty grim. Fifty percent literacy and estimated
60 percent unemployed. And clearly people in
tough straits. And now on top of this, we have
the turmoil of the criminal activity, the gang
activity that just adds to the woes. So seeing
all the displaced persons in the various camps
around the city, pretty discouraging.
HENDREN: Scattered throughout the camp, are camps
housing many of the 150,000 internal refugees,
more than one in ten people in this nation of less than 1 million.

American officials have been attacked with rocks.

got hit here. ACM's gotten hit here. The USAID
director got a couple windows knocked out there a few nights ago.
HENDREN: Along the road are the shells of burned
out cinder block and wooden homes. Nearly 10
percent of the housing stock in a city has been destroyed.
Major SARGENT: Early yesterday morning the
fighting began. The intensity level was what is striking about it.
HENDREN: As the day went on, a hodge podge of
local Australian military and United Nations
believes scattered outside the airport. A battle
grand were mostly eastern Dili refugees live
among western Dili homes. As the day wears on,
more police gather along with more youths. Some
through a lot using deadly sling shots, on
occasion others use automatic weapons, especially
when commissions recently call for the former
defense and interior ministers to be prosecuted
for providing state guns to renegade militias
that left at least 33 people dead this spring.
Major SARGENT: What we're getting ready to go
into right here is the big combat zone from
yesterday. And there are certain neighborhoods
you can go into here, and what you will see is essentially are lone capes.
HENDREN: It's a safe ride past the roadside
stands and hums during the day especially with
the military escort. But Sargent says don't try it at night.
Major SARGENT: You're going to be extorted for
cigarettes or money. You'll have your car
vandalized, damaged while you're sitting in it.
And lastly, you will be kidnapped and murdered.
HENDREN: Admiral Fallon is impressed with the
Australian military police largely credited with
restoring peace in the neighborhood. But he does
not seem impress with the United Nations police
who are widely expected to take over the mission.
Admiral FALLON: The expectation is that the U.N.
is going to play a major role in this nation
building. If that's the case, then they've got
their work it up for them. It looked pretty shaky
to me during our visit there. There were lots of
police on the street but they were gangs of
youths and they did not appear to be at all intimidated by the police presence.
HENDREN: Fallon over the office of East Timor's
president Xanana Gusmao, a long time leader of
the resistance movement, the one East Timor its
independence. NPR was allowed to attend the
meeting but not to record it. We finally ask what
the people were telling him, Gusmao admitted that
he hadn't been out among the people much lately.
When Fallon what Gusmao could do to crawl the
violence, Gusmao said, talk, what else can a
president do? Fallon was diplomatic but not impressed.
Admiral FALLON: It seems to me from our time with
the president, acting prime minister that there's
a tremendous amount of work to be done and very
few hands that are experienced, savvy and
literally even enough to be able to do this. So
it seems to me that they're going to an awful lot need outside help.
HENDREN: Like other international observers to
have come to East Timor, Pacific Command
officials walk away concluding that it is a failed state leaders who are unlikely to fix
it. And the United Nations appears to be unlikely
to turn the newest nation around anytime soon.

The conflict in our country is a political conflict which covers two important objectives:
The fall of the Government, the dissolution of the Parliament and the establishment of a government of national unity.
Until recently, acts of systematic violence occurred sporadically throughout the country, but with a greater incidence in Dili, with the objective of destabilizing the government and making it unviable.
The Independent Investigation Commission has published its report analyzing the facts and the circumstances which became the basis for this conflict, however they failed to put it in the political context.
As a way to contribute to a quick return to peace in our country, the Armed Forces declare:
A. We thank the IIC for concluding their report at this timely moment and for confirming no massacre ever took place at Rai Kotu.
B. To complement the Commission’s mission, we propose the creation of a Parliamentary Investigation Commission by the State, with the mission of determining the objectives, the strategies, and the intellectual and moral perpetrators who were behind the crisis and hold them responsible.
C. We reaffirm our position in cooperating with the East Timorese justice.
D. We present our deepest condolences to every East Timorese who became a victim of this conflict, starting with our own colleagues within the Armed Forces, the National Police and the children of our dearest people.
E. We apologize to every East Timorese for the offences and damages caused, directly or indirectly, by us in the process of this crisis.
F. We are grateful for the confidence deposited in the Armed Forces by our people, and specially, by our political leaders in carrying out our roles during the crisis.
G. We appeal for the cooperation of all East Timorese so that we can put an end to the crisis which engulfed our country, bringing us much harm and pain, insisting in the unity of our people, to guarantee our supreme interests, as a People and a Nation.

COI Report
One of the dailies, STL, published the Secretary General’s message to the people of Timor-Leste following the release of the report. Furthermore, today’s newspapers focus on reactions to the COI report. Aderito de Jesus, human rights advocate, is of the opinion that leaders of the nation should stop the political process and prioritise the judicial process so as not to lose focus and so that the people will regain their trust in the judicial system and the rule of law. De Jesus agrees with the recommendations of the report that a special panel must be established to process the cases, due to the weakness of the country’s court. Ivo Valente, Deputy Prosecutor General, said the Public Ministry has already established an investigation team composed of two international prosecutors who would carefully read the report, adding that the cases would be recommended to the court following the gathering of sufficient evidence. Coordinator of ‘Fretilin Mudança’, Vitor da Costa said an extraordinary congress is urgently needed to change leadership for 2007, since the names of the current Secretary General and President of Fretilin have been stained due to their involvement in the crisis.
Timor Post today published some of the recommendations and this is the second day that STL published the full summary of the report in Tetum language.
Prime Minister Ramos-Horta reportedly said the government and the United Nations are ready to provide assistance with provision of Prosecutors and judges to the court to process those responsible for the crisis. Ramos-Horta said the decision would be up to the court whether to establish a new court, adding that the government and the UN is willing to assist the court with 2-3 prosecutors and judges in order to help gain the trust of the people. He said that the government and the leaders would not interfere in the course of the process. The Prime Minister also said according to his own evaluation of the recommendations of the COI, the commander of F-FDTL, Brigadier General Taur Matan Ruak is not criminally accountable for the crisis.
The International Forces have increased checkpoints and the checking of vehicles following the release of the COI report. According to a motorist, the forces are doing a good job and should continue checking vehicles for the people to feel safe.
President Gusmão Presents State Program
President Gusmão has presented the state agenda for 2007 with the Presidential elections scheduled for March and general elections for April 2007. The President asks the media to work together and to contribute to pacify the situation with constructive information and asked them to be cautious with sensitive information in relation to the current environment hence asking the population for peace to implement the program. Another program of the State is the commemoration of the 10th anniversary of the Nobel Laureates on December 10 with a mass in Taci Tolu with the participants of Nobel Laureates from other nations at the invitation of the State. President Gusmão further said he has launched a commission to gather all the traditional elders (lia nain) of the 13 sacred houses to follow with the tradition, which he said has not been observed following the end of the invasion. He said he has been criticized for this but would like to follow the ancestral traditions. It is believed that the recent crisis is partly the result of not following in the tradition of putting back the swords to rest, which were taken and used as protection during the war. There would be cultural events and another part of the program will start on 12 November and conclude on 10 December with the scheduled mass. (TP)

MICK Slater, the commander of Australia's peacekeeping force in Dili, has revealed that he could not arrest East Timor's most wanted fugitive, Alfredo Reinado, during a secret meeting in the mountains last week because he was outnumbered. "Me unarmed. Him surrounded by 11 heavily armed thugs. Call me a coward … it wasn't a smart thing to do," Brigadier Slater said yesterday. He confirmed that he and two East Timorese, one of them a Government official, had met the Australian-trained Major Reinado after agreeing to go unarmed to a rendezvous point in the country's south. He said that Major Reinado, who led a mass escape from Dili's main jail in August, "proved yet again he is an intelligent man who is doing some stupid and foolish things". "He claims that he is ready to come back to face justice and clear his name, but he insists he won't do that until everyone else he believes should face justice has done so," Brigadier Slater said. A United Nations inquiry released this week in Dili blamed Major Reinado for firing the first shots in a bloody confrontation that plunged East Timor into crisis in May. It recommended that he and at least nine of his men face prosecution over a gun battle in which five people died. Brigadier Slater said that support for Major Reinado had withered since his escape. "Eventually he will come in," he said. "It will be either of his own free will or he will be forced in … it would be far better if he comes in voluntarily." Major Reinado has criticised the credibility of the UN inquiry's findings, saying that one of his men, who was recommended for prosecution, was killed during the gun battle. Brigadier Slater, who commands almost 1000 Australian troops deployed in Dili, said fears that the inquiry's findings might spark new unrest had proven to be unfounded. "People are responsibly accepting the report and thinking through its implications," he said. The inquiry recommended that scores of police, soldiers and civilians be prosecuted over violence that erupted in Dili, forcing tens of thousands of people into squalid refugee camps. (The Age)

Australia has welcomed the UN report into East Timor's violence, saying its findings and recommendations now need to be implemented.

DOBELL: The UN Special Commission says the violence in East Timor in April and May was more than a series of criminal acts. The breakdown is described as the expression of deep-rooted problems in the institutions of a fragile state with a weak rule of law. The director of the United Nations Centre for Australia and South Pacific, Abdullah Mbamba.
MBAMBA: I think the report says that the problem actually lies in the foundation itself, being a very young democracy and institutions are not in place. And I think this is what the Secretary General was referring to when he said that we need to build institutions, proper institutions, so that East Timorese can survive in today's world, and this is what we're trying to do.
DOBELL: The Australian Foreign Minister, Alexander Downer, says the report covers a sensitive, even inflammatory set of issues and has been well handled by East Timor. Mr Downer has endorsed the report, saying it needs to be implemented while also keeping East Timor quiet and stable.
DOWNER: It is the Australian government's view that this is a credible report, it sets out facts surrounding the destructive events of April and May of this year, and it clarifies the issue of responsibilities and it also recommend certain actions to be taken.
DOBELL: Key amongst that recommended action is the finding that Timor's then Prime Minister, Mari Alkatiri, failed to use his authority to denounce the transfer of security force weapons to civilians in the face of credible information that the transfer was happening, and involved members of his government. The UN's Mr. Mbamba.
MBAMBA: I think the substance is that it has cleared the former Prime Minister, Mari Alkatiri of being personally involved in the running of the weapons or amassing weapons. But I believe the report also says that there are some suspicions that he knew that weapons are being smuggled and transported and given to the civilians by the police. And therefore, the commission had recommended that he should be farther investigated to see if there's any criminal responsibility on this particular issue.
DOBELL: Commentators emphasise the need for calm in East Timor, to see that there's no fresh division or violence. Mr. Mbamba says it was a sensitive issue for the UN, calling for further legal inquiries into the actions of East Timor's Prime Minister.
MBAMBA: Well, this is a concern because Mr. Alkatiri still has a lot of followers in the country, and the political parties, and there's so much division in the country on these particular issues. And therefore, it's a very delicate situation to name Mr. Alkatiri, but at the same time, I think the law has to take its course.
DOBELL: The UN report calls for a considerable strengthening of East Timor's judicial system, so that justice can be seen to be done. The special commission says any culture of impunity would threaten the foundations of the Timor state. Alexander Downer says Australia will do its part by helping to build and train East Timor's judicial system and direct resources to the Office of the Prosecutor General. DOWNER: I know from the discussions we had last week with Prime Minister, Ramos Horta and also from the statements that have been made in East Timor yesterday that the East Timorese leadership by taking a responsible approach to the commission's findings. I have no doubt that they're, in some respects, difficult findings, but they are doing that and I would encourage these Timorese to follow their normal legal processes in dealing with the conclusions of the report, which I'm sure they will do. President Gusmão has presented the state agenda for 2007 with the Presidential elections scheduled for March and general elections for April 2007. The President asks the media to work together and to contribute to pacify the situation with constructive information and asked them to be cautious with sensitive information in relation to the current environment hence asking the population for peace to implement the program. Another program of the State is the commemoration of the 10th anniversary of the Nobel Laureates on December 10 with a mass in Taci Tolu with the participants of Nobel Laureates from other nations at the invitation of the State. President Gusmão further said he has launched a commission to gather all the traditional elders (lia nain) of the 13 sacred houses to follow with the tradition, which he said has not been observed following the end of the invasion. He said he has been criticized for this but would like to follow the ancestral traditions. It is believed that the recent crisis is partly the result of not following in the tradition of putting back the swords to rest, which were taken and used as protection during the war. There would be cultural events and another part of the program will start on 12 November and conclude on 10 December with the scheduled mass. (TP)

MICK Slater, the commander of Australia's peacekeeping force in Dili, has revealed that he could not arrest East Timor's most wanted fugitive, Alfredo Reinado, during a secret meeting in the mountains last week because he was outnumbered. "Me unarmed. Him surrounded by 11 heavily armed thugs. Call me a coward … it wasn't a smart thing to do," Brigadier Slater said yesterday. He confirmed that he and two East Timorese, one of them a Government official, had met the Australian-trained Major Reinado after agreeing to go unarmed to a rendezvous point in the country's south. He said that Major Reinado, who led a mass escape from Dili's main jail in August, "proved yet again he is an intelligent man who is doing some stupid and foolish things". "He claims that he is ready to come back to face justice and clear his name, but he insists he won't do that until everyone else he believes should face justice has done so," Brigadier Slater said. A United Nations inquiry released this week in Dili blamed Major Reinado for firing the first shots in a bloody confrontation that plunged East Timor into crisis in May. It recommended that he and at least nine of his men face prosecution over a gun battle in which five people died. Brigadier Slater said that support for Major Reinado had withered since his escape. "Eventually he will come in," he said. "It will be either of his own free will or he will be forced in … it would be far better if he comes in voluntarily." Major Reinado has criticised the credibility of the UN inquiry's findings, saying that one of his men, who was recommended for prosecution, was killed during the gun battle. Brigadier Slater, who commands almost 1000 Australian troops deployed in Dili, said fears that the inquiry's findings might spark new unrest had proven to be unfounded. "People are responsibly accepting the report and thinking through its implications," he said. The inquiry recommended that scores of police, soldiers and civilians be prosecuted over violence that erupted in Dili, forcing tens of thousands of people into squalid refugee camps. (The Age)

Australia has welcomed the UN report into East Timor's violence, saying its findings and recommendations now need to be implemented.

DOBELL: The UN Special Commission says the violence in East Timor in April and May was more than a series of criminal acts. The breakdown is described as the expression of deep-rooted problems in the institutions of a fragile state with a weak rule of law. The director of the United Nations Centre for Australia and South Pacific, Abdullah Mbamba.
MBAMBA: I think the report says that the problem actually lies in the foundation itself, being a very young democracy and institutions are not in place. And I think this is what the Secretary General was referring to when he said that we need to build institutions, proper institutions, so that East Timorese can survive in today's world, and this is what we're trying to do.
DOBELL: The Australian Foreign Minister, Alexander Downer, says the report covers a sensitive, even inflammatory set of issues and has been well handled by East Timor. Mr Downer has endorsed the report, saying it needs to be implemented while also keeping East Timor quiet and stable.
DOWNER: It is the Australian government's view that this is a credible report, it sets out facts surrounding the destructive events of April and May of this year, and it clarifies the issue of responsibilities and it also recommend certain actions to be taken.
DOBELL: Key amongst that recommended action is the finding that Timor's then Prime Minister, Mari Alkatiri, failed to use his authority to denounce the transfer of security force weapons to civilians in the face of credible information that the transfer was happening, and involved members of his government. The UN's Mr. Mbamba.
MBAMBA: I think the substance is that it has cleared the former Prime Minister, Mari Alkatiri of being personally involved in the running of the weapons or amassing weapons. But I believe the report also says that there are some suspicions that he knew that weapons are being smuggled and transported and given to the civilians by the police. And therefore, the commission had recommended that he should be farther investigated to see if there's any criminal responsibility on this particular issue.
DOBELL: Commentators emphasise the need for calm in East Timor, to see that there's no fresh division or violence. Mr. Mbamba says it was a sensitive issue for the UN, calling for further legal inquiries into the actions of East Timor's Prime Minister.
MBAMBA: Well, this is a concern because Mr. Alkatiri still has a lot of followers in the country, and the political parties, and there's so much division in the country on these particular issues. And therefore, it's a very delicate situation to name Mr. Alkatiri, but at the same time, I think the law has to take its course.
DOBELL: The UN report calls for a considerable strengthening of East Timor's judicial system, so that justice can be seen to be done. The special commission says any culture of impunity would threaten the foundations of the Timor state. Alexander Downer says Australia will do its part by helping to build and train East Timor's judicial system and direct resources to the Office of the Prosecutor General. DOWNER: I know from the discussions we had last week with Prime Minister, Ramos Horta and also from the statements that have been made in East Timor yesterday that the East Timorese leadership by taking a responsible approach to the commission's findings. I have no doubt that they're, in some respects, difficult findings, but they are doing that and I would encourage these Timorese to follow their normal legal processes in dealing with the conclusions of the report, which I'm sure they will do. A UN inquiry into the causes of deadly violence in East Timor earlier this year has accused President Xanana Gusmao of inflaming tensions which brought the country to the brink of civil war.
The long-awaited UN report has also recommended former prime minister Mari Alkatiri face a criminal investigation over alleged weapons offences.
It found that Dr Alkatiri was aware of allegations of illegal weapons distribution by his interior minister but failed to use his authority to act against the transfer to armed loyalist civilian militia.
"The prime minister failed to use his firm authority to denounce the transfer of weapons to civilians," the report found.
"No further steps were taken by him to address the issue."
It also recommended further investigation to determine whether Dr Alkatiri "bears any criminal responsibility with respect to weapons offences".
The report, released yesterday, also directly implicates a former interior and defence minister and the country's army and police commanders over the illegal distribution of weapons and arming of civilians.
The 80-page report into the violence, which erupted in April and May, was compiled by the UN High Commissioner for Human Rights.
It accused Mr Gusmao of making unnecessarily provocative public speeches that inflamed an already volatile political environment.
"The commission considers that the President should have shown more restraint and respect for institutional channels by exhausting available mechanisms, such as the Superior Council for Defence and Security, before making a public address to the nation," the report said.
"Similarly, the commission notes that by intervening personally with Major (Alfredo) Reinado, the President did not consult and co-operate with the F-FDTL (army) command, thereby increasing tension between the Office of the President and F-FDTL."
Major Reinado remains at large after breaking out of Dili's Becora jail with 56 other inmates on August 30.
The UN report said much of the violence could be attributed to the weakness of the rule of law in the country.
"While recognising that Timor Leste (East Timor) is a fledgling democracy with developing institutions, it is the view of the commission that the crisis which occurred in Timor Leste can be explained largely by the frailty of state institutions and the weakness of rule of law," the report found.
The commission said the Alkatiri government failed to follow legislative procedures in calling out the army to deal with unrest caused by scores of army deserters angered by ethnic divisions within the defence force.
A protest rally in Dili on April 28 to support 600 dismissed soldiers turned into mob violence that left five dead and more than 20,000 people displaced. Ethnic gang violence confined to the capital Dili continued and the death toll climbed to more than 25 by the time an Australian-led peacekeeping force arrived in late May to restore law and order.
The report blamed F-FDTL commander Brigadier-General Taur Matan Ruak for failing to prevent a confrontation between the army and police that led to the fatal shooting by soldiers of nine unarmed police officers on May 25. It found that army and police weapons were illegally distributed to civilians.
Alkatiri declined immediate comment, but President Gusmao and Prime Minister Jose Ramos Horta issued a statement appealing to parties "not to take advantage of the substance of the report".
They called for "maturity and reasoning ... with the firm objective of calming the animosities of the people".
An emergency cabinet meeting will be convened to consider the commission's conclusions.
