STATEMENT TO THE DEMOCRATIC REPUBLIC OF TIMOR-LESTE NATIONAL PARLIAMENT BY ANICETO LONGUINHOS GUTERRES LOPES, LEADER OF FRETILIN BENCH IN PARLIAMENT O

STATEMENT TO THE DEMOCRATIC REPUBLIC OF TIMOR-LESTE NATIONAL PARLIAMENT BY ANICETO LONGUINHOS GUTERRES LOPES, LEADER OF FRETILIN BENCH IN PARLIAMENT ON 13 AUGUST 2007





Mr. President of the National Parliament, Excellency,

Illustrious Deputies,

People of Timor-Leste:



The FRETILIN parliamentary bench attends today's plenary session to make its voice become heard against the campaign of defamation currently being waged against it.



FRETILIN is watching with concern the unrolling of yet another orchestrated campaign to disseminate rumors and innuendoes similar to those we saw during the crisis that emerged in April 2006 and which resulted in the International Commission of Inquiry.



At the time, it was being said that the F-FDTL had committed a massacre at Taci-Tolu, which was bigger than the Santa Cruz Massacre. Some even spoke of in excess of 100 dead, others of having "counted" at least 66 dead.



The petitioners were feeling terrorized because they were made to believe that the F-FDTL had received orders to eliminate them, one by one.



The command of the F-FDTL, in particular General Ruak, Colonel Lere Anan Timur and Lieutenant Colonel Falur Rate Laek were represented as "mass murderers" or in other words authors of genocide.



The FRETILIN bench watches with concern the unrolling of Machiavellian maneuverings with tendencies to provoke violence to justify violence and open up the path towards the installation of a dictatorial regime where dissenting voices are silenced, where the mindset of "Whoever is not with me is against me" reigns, a mindset which at all costs seeks out enemies to defeat, seeks out those who are unwilling to become subservient, those who do not share the same vision of power.

Illustrious Deputies,

People of Timor-Leste:



In the first statement of the FRETILIN Parliamentary Bench we affirmed:



" We are going to descend to the grassroots to explain to the electorate our position, because it is our obligation to do so. We are going to inform them why we did not form government and are in opposition.



When we gather with the electorate we will explain that right now what is demanded of us all is serenity and calmness, it is demanded of us that we use only the available legal means, demonstrating a stately posture and respect for democracy and the law, as has always characterized FRETILIN."



In concluding our said statement, the FRETILIN Bench affirmed and we cite:



"We seek your support, to instruct your parties' members to abstain from engaging in provocation and to demonstrate considerateness for human dignity, in spite of divergent political positions.



We appeal to all our people that they remain calm so as that we are able to guarantee stability and so that we can develop our country that we all love and for which many have given their lives and undergone sacrifices."



And it is this that the FRETILIN's deputies are doing right now. They have descended to the grassroots and have started to explain the reasons why despite having won the elections, we did not form government. We have gone to explain why the party that won the elections but is a minority in parliament has not formed government, and why those who lost the elections, but who together have a majority in parliament will govern the country.

Illustrious Deputies:



We wish for all to understand that although for some this is easy to understand, because in fact it is in their direct benefit, for tens of thousands of Timorese citizens, this is complicated for them to understand and accept. Because of this we have taken on the responsibility of explaining the complexity of the situation to our constituents and the community at large.




But, YET AGAIN we have been misrepresented!



When we were in the district of Bobonaro engaging in this explanatory process, members of the self-titled AMP defamed FRETILIN accusing us of committing crimes such as stoning cars, arson of public buildings, in Dili, Baucau, Lospalos, Viqueque and Oecussi.



Members of the so-called AMP accused FRETILIN of descending to the grassroots to create anarchy and foment violence, to divide the people.



They urged the PNTL, UNPOL and FSI to act firmly against those who committed crimes, insinuating that FRETILIN was behind these incidents, as can be seen from the written statement they distributed and propagandized at the Maliana marketplace on Saturday which we annex hereto, and to which we request Illustrious Deputies turn their attention.



The said statement is on all objective grounds defamatory and our bench wishes it to be known, that in fact today we have presented a criminal complaint against the authors of the statement, there being sufficient evidence that a crime has been committed pursuant to section 311 of the applicable Criminal Code.



The complaint has been lodged against the signatories of the statement:



Jacinto Viegas Vicente, also known as Roke, president of CNRT in Bobonaro;

Salomao da Cruz, president of ASDT in Bobonaro;

Amilcar de Sousa Tavares, president of PSD in Bobonaro;

Adriano Joao, president of PD in Bobonaro and spokesperson for the "AMP" in Bobonaro.

The FRETILIN bench is alert to the rumors and innuendoes that are presently, as previously, being disseminated by people of bad character. They say that FRETILIN has already killed a member of the GNR over there, of having burnt ten UNPOL vehicles. They are disseminating the rumor that FRETILIN is bringing in weapons through the border and preparing itself for an armed insurrection to take over power, that FRETILIN raped children of less than eight years of age.



And, as with the "Taci-Tolu Massacre", which never occurred, some of these rumors are already circulating overseas, as if they were fact.

Mr. President of the National Parliament, Excellency,

Illustrious Deputies:



FRETILIN through its Parliamentary Bench, in this Magnificent House, appeals to the good offices of the President of the Republic, singular body of sovereignty, with full democratic legitimacy, to guarantee that independent, serious and professional investigations are undertaken into all criminal acts and conduct that took place in Dili, particularly the arson on the Customs Office Building and other serious incidents such as the alleged rapes at a "convent?" in Baucau, as well as the arson to more than 250 houses in the Uatolari area, district of Viqueque and other areas such as Oecussi.



The FRETILIN Bench demands that the truth be restored and the criminals are made responsible, without exception.



FRETILIN is fearful that the methods utilized by the KOPASSUS in our sad past, are being utilized now, in that its agents committed crimes that later they blamed on their enemy in order to justify the repressive and brutal manner in which they acted.



Our people deserve to live in peacefulness and we should avoid entering into pacts with hooligans and criminals.

Lets we all guarantee that democracy is not placed in jeopardy in our country, by anyone!

PRESS RELEASE

As friends of Timor Leste who were present during the peaceful elections in June and met the leaders of the main political parties, we are deeply concerned at the violence that has greeted the forming of the new government. Democracy is about channelling the differences that exist within every society through the appropriate institutions created to preserve the peace, the freedom of expression and the rule of law. If there are disagreements about the constitutionality of the process they must be resolved peacefully through the legally established courts. Violence on the streets and the senseless destruction of public property will never solve them. We call upon the leadership of all political parties to continue to urge restraint on their followers and to take the necessary measures to ensure that their instructions in this regard are followed throughout the country. The people of East Timor have seen too much destruction in their lives and it is unworthy of the free and fair election which they so successfully held that they should be suffering again.

The security situation in Timor-Leste is still tense.

United Nations police officers (UNPol) in conjunction with the
national police of Timor-Leste (PNTL) and the International
Stabilisation Force (ISF) remain fully deployed to respond to any
disturbances that may occur.

Early this morning in Dili, a security guard was shot in the leg
whilst on duty in Delta-2. The facts are still being established, but
it is believed that the house he was guarding was being attacked by
unknown assailants at around 0150hrs and that, to scare off the
assailants, the resident of the house fired a warning shot which
ricocheted off the ground and struck the security guard. UNPol have
taken the victim to Dili hospital. Police are investigating.

Last night in Lautem, three masked man set fire to a primary school
in Bauro village and attacked two security guards. Police
extinguished the fire before it caused serious damage. The two
security guards sustained minor machete wounds and were taken to Los
Palos hospital for treatment.

Last night in Covalima, police received reports that Beco market was
on fire. They attended the scene and found that the fire had only
caused minor damage to the market. Police have detained five people
for questioning.

No security incidents were reported in Baucau or Viqueque districts
yesterday. All government offices and schools remain closed in Viqueque.

The Police advise to avoid traveling during the night to the most
affected areas. Please report any suspicious activities. You can

A situação no país continua "volátil e com actos de violência esporádicos",

Díli, 15 Ago (Lusa) - A Missão das Nações Unidas em Timor-Leste (UNMIT) informou hoje que a situação no país continua "volátil e com actos de violência esporádicos", após vários dias de tumultos públicos em vários pontos da região.

O sub-director do UNMIT, Eric Huck Gim, declarou em conferência de imprensa em Díli que a atmosfera local está tensa em Baucau e Viqueque, as principais cidades da região oriental do país, e que na capital as coisas tendem a acalmar.

"Em Díli, a situação está relativamente calma, embora subsistam incidentes esporádicos de pessoas atirando pedras em zonas como o Bairro Pite, o porto, Santa Cruz e Comoro", declarou o oficial, um general de brigada de Singapura.

"Quero reiterar que a ONU apoia o direito a manifestações, mas estas devem ser realizadas de maneira pacífica e através dos canais legais adequados", afirmou.

Segundo o responsável das Nações Unidas, "alterar a vida normal do país, como incendiar escolas e edifícios públicos e privados, fazer deslocar pessoas dos seus locais de residência e comprometer a segurança de pessoas não é o caminho para levar o país para a frente".

Os distúrbios em Timor-Leste foram desencadeados no dia 13 quando o Presidente timorense, José Ramos Horta, designou como primeiro-ministro Xanana Gusmão, do Conselho Nacional para a Reconstrução do Timor Leste (CNRT), e não o candidato da Fretilin, o partido vencedor das eleições de 30 de Junho passado.

Xanana Gusmão dirige uma coalição de quatro formações políticas que controla 37 dos 65 lugares do novo parlamento de câmara única, enquanto que a Fretilin, embora vencedora nas eleições, apenas obteve 21 deputados.

Timor-Leste atravessa uma crise política desde Abril de 2006.

Fernando “La Sama” de Araújo, líder do Partido Democrático (PD), derrotou hoje o candidato da Fretilin na eleição do presidente do Parlamento Nacional

Díli, 30 Jul (Lusa) - Fernando “La Sama” de Araújo, líder do Partido Democrático (PD), derrotou hoje o candidato da Fretilin na eleição do presidente do Parlamento Nacional de Timor-Leste, no primeiro dia da nova legislatura.

O presidente do PD obteve 41 votos, num plenário de 65 deputados, vencendo o deputado da Fretilin Aniceto Guterres, que obteve 24 votos.

A eleição de Fernando “La Sama” para o segundo cargo na hierarquia do Estado foi saudada pela oposição como “uma indicação forte para o Presidente da República sobre quem convidar para formar governo”, afirmaram à agência Lusa vários dirigentes da Aliança para Maioria Parlamentar (AMP).

O PD é um dos quatro partidos que integram a AMP e que pretende formar um governo alternativo à Fretilin, que venceu as legislativas de 30 de Junho sem maioria absoluta.

Mari Alkatiri, secretário-geral e deputado da Fretilin, pelo contrário, declarou à Lusa que espera que José Ramos-Horta “não veja nenhuma indicação” na eleição de hoje sobre quem deve ser convidado a formar governo.

“Não temos dúvidas de que a Fretilin, como partido mais votado, será a escolha do Presidente da República”, acrescentou o ex-primeiro-ministro.

O novo parlamento, que tem menos 33 deputados do que o anterior, foi eleito para uma legislatura de 5 anos.

Díli, 30 Jul (Lusa) - A oposição à Fretilin vê na eleição de Fernando "La Sama" de Araújo para presidente do parlamento "uma indicação clara" para o chefe de Estado convidar a Aliança para Maioria Parlamentar (AMP) a formar governo.

Fernando "La Sama" de Araújo é presidente do Partido Democrático (PD), um dos quatro partidos da AMP que pretendem formar o IV Governo Constitucional, em alternativa à Fretilin.

A Fretilin venceu as eleições de 30 de Junho sem maioria absoluta, pelo que, um mês depois o país continua a aguardar pla formação do IV governo constitucional.

À falta de um acordo entre a Fretilin e a AMP para a formação de um governo "de grande inclusão", José Ramos-Horta deverá decidir quarta-feira, 01 de Agosto, sobre quem vai chamar à governação.

"Esta eleição dá razões concretas ao Presidente da República para convidar a AMP", afirmou Fernando "La Sama" de Araújo, sublinhando que não quer fazer mais comentários dado que agora é presidente do parlamento.

"Hoje era um teste para se verificar se a AMP cumpria a sua promessa de estabilidade com maioria no parlamento e passámos esse teste", declarou Mário Viegas Carrascalão, presidente do Partido Social-Democrata e um dos líderes da Aliança.

"De acordo com a indicação que temos, o Presidente vai decidir a partir do resultado da eleição de hoje", acrescentou o líder do PSD e ex-governador de Timor-Leste designado pela Indonésia quando ocupou o território.

Entre o partido maioritário, a convicção é diferente, "porque em política 2+2 nem sempre são quatro", como disse à Lusa um dirigente da Fretilin à saída do plenário.

"Não vejo nenhuma indicação nesta eleição e espero que o Presidente também não veja", declarou o secretário-geral da Fretilin, Mari Alkatiri, à agência Lusa.

"Não temos dúvida de que a Fretilin, como partido mais votado, será a escolha do Presidente da República para formar governo", acrescentou o ex-primeiro-ministro.

Aniceto Guterres, o candidato derrotado por Fernando "La Sama" de Araújo, respeitou o resultado mas afirmou à Lusa que "democracia e política são coisas diferentes".

"Quando a votação ocorre com um bloco que já está formado por razões políticas, a democracia deixa de funcionar", queixou-se o deputado da Fretilin, um ex-elemento da RENETIL, a organização de juventude da Resistência que foi liderada por Fernando "La Sama" de Araújo.

O sucessor de Francisco Guterres "Lu Olo" foi eleito por 41 votos contra 24.

A Fretilin tem 21 assentos no parlamento mas tanto Mari Alkatiri como Aniceto Guterres levantaram a hipótese de nem toda a bancada ter votado no seu candidato.

Mesmo admitindo que Aniceto Guterres obteve todos os votos da Fretilin, notaram dirigentes do partido e da oposição, "fica por saber qual dos aliados da Fretilin dividiram o seu voto": a Aliança Democrática KOTA/PPT (dois assentos) ou a UNDERTIM (dois assentos).

Díli, 30 Jul (Lusa) - A primeira discussão no novo parlamento aconteceu ainda antes de os deputados tomarem posse formal dos seus assentos, a propósito do número de assentos parlamentares da coligação ASDT/PSD.

A Associação Social Democrática Timorense (ASDT), de Francisco Xavier do Amaral, e o Partido Social-Democrata (PSD), de Mário Viegas Carrascalão, concorreram em coligação às legislativas de 30 de Junho mas pretendem ter bancadas distintas no parlamento.

A questão surgiu quando cada bancada parlamentar foi chamada a apresentar um representante para a Comissão de Verificação de Poderes dos deputados.

Mari Alkatiri, secretário-geral e deputado da Fretilin, jurista de formação, apresentou um ponto de ordem, "por decoro profissional", questionando "haver duas bancadas para uma lista única".

Mário Viegas Carrascalão, presidente do PSD, respondeu-lhe que essa era uma "objecção irrelevante" porque "não existem ainda bancadas".

Perante a insistência de Mari Alkatiri, o líder do PSD sugeriu ao líder da Fretilin que dissesse em plenário "quando e em que local foram formadas as bancadas parlamentares para esta segunda legislatura".

Francisco Guterres "Lu Olo", que presidiu a esta primeira sessão do novo parlamento até à eleição de Fernando "La Sama" de Araújo, atalhou a troca de argumentos, que se alargava a mais deputados.

Manuel Tilman, presidente do partido KOTA (União dos Filhos Heróicos das Montanhas de Timor) e cabeça-de-lista da Aliança Democrática, a coligação do KOTA com o Partido do Povo de Timor (PPT), perguntou, para gáudio do plenário, se a AD "também podia formar duas bancadas".

A AD KOTA/PPT tem dois assentos no parlamento.

A Comissão de Verificação, "que tem carácter ad-hoc e cumpre uma função técnica", como sublinhou "Lu Olo" para atalhar a polémica, apurou a lista dos 65 deputados.

Há oito bancadas parlamentares na nova legislatura.

ALP International Projects continued its support for consolidating the democratic gains in Timor Leste made since the first elections for the legislature in 2001. With elections scheduled for 2007, ALP International Projects will provide a multi-party program to Timor’s main political parties in campaigning, party organisation and policy development.

In February Gavin Ryan, an activist in Australia-Timor Leste relations and a member of the ALP International Projects team which visited Dili in November 2006, visited Dili for consultations with Timor’s major parties on their platforms, people and prospects for the June 2007 polls. Based on the responses from the political parties, Ryan has updated the Political Parties and Groupings of Timor Leste first undertaken by Pat Walsh for the Australian Council for Overseas Aid (ACFOA - now the Australian Council for International Development [ACFID]) in 2002. The second edition is also available in Bahasa.

The guide has been designed as a living document to be updated regularly. We invite readers - particularly Timor Leste’s political parties - to respond via our website with updates and new information as it comes to hand.

Introduction

Timor-Leste became the world’s newest nation in 2001. The nation
needed a constitution, so national elections for a Constituent
Assembly whose sole purpose was to develop one were held on 30
August of that year.

Over the months that followed, decision-making and power were
transferred from the United Nations Transitional Administration
(UNTAET) to the democratically elected East Timorese legislative and
executive bodies. The final steps came with the Constituent Assembly
approving the new Timorese constitution in 2002. Timor-Leste’s
national legislature came into being when the Constituent Assembly
passed an enabling resolution making it the first National Parliament.
The current National Parliament consists of 88 members who were
elected on 30 August 2001 to the Constituent Assembly. With the
transformation into the first National Parliament in 2002, the
Parliament has a term of up to five years which means that elections
are due in 2007.

The Presidential elections held in April and May 2007 resulted in the
victory of former Prime Minister Jose Ramos Horta. The President is
directly elected, and although the previous election was largely
separate from party politics, political parties are taking an increasing
interest in this important role, as demonstrated by the current election.
Twelve political parties gained representation in the Constituent
Assembly and hence were represented in the inaugural National
Parliament of Timor-Leste. The parties are represented as follows:

New electoral laws have recently been passed for both the Presidential
and Parliamentary elections. Concentrating on the Parliamentary
election laws, Parliamentary representation will change from the 88
seats currently to a minimum of 52 and a maximum of 65. There are a
number of other significant changes including a requirement for
parties to run 90 candidates, and that parties must achieve 3% of the
vote to achieve any representation. These changes will make it much
harder for smaller parties to be elected, and may lead to many of the
smaller parties merging (as some are already doing) or working
together in coalition.

In the first few years of nationhood, Timor-Leste’s system of
Government and governance has faced many varied challenges.
The regrettable re-emergence of political violence in Timor-Leste
has been a stark reminder of the continuing gap between the
hopes and expectations of the citizens of the young nation and the
realities they face of large-scale poverty, youth unemployment and
community insecurity.

Challenges have also arisen in the political arena as the political
culture grows and matures in Timor-Leste. These include:

* The existence and use of martial arts groups and political
violence The continued prevalence of martial arts groups and
violence in the political arena are a constant source of disquiet
locally and internationally. (For previous recommendations made
regarding the political culture in Timor-Leste see Appendix 2).

* Resources There is little in the way of resources available for
political parties, except for those in Government. Parliamentary
representatives receive no resources apart from their parliamentary
salaries, with which to carry out their responsibilities. The
advantages of incumbency can be seen as excessive.

* Access to information Finding out about what is going on in
Timorese politics can depend a lot on who you know and what
languages you speak. Parliamentary documents are produced in
Portuguese (as are all Government documents) causing problems
as only roughly half the current Parliamentarians can read
Portuguese well and a large percentage of the population have little
or no Portuguese language skills. There is little public consultation.
Freely available public information in Tetum about political
participation and the political system is rare.

Despite these challenges there have been many positives since
independence with political freedom flourishing. Political parties and
individuals can organise and campaign freely, with opposition parties
working together and the Government willing to incorporate some
minor party policy. The elections in 2007 should allow the
consolidation of these gains.

For some parties, politics in Timor-Leste is a case of continuing their
historical mission with much the same cast, while for others recent
events have given them a much more contemporary focus. Whether
old or new, however, one factor is striking – Timor-Leste is starting to
see greater political diversity. New faces are entering the political
arena, with alternative policies being strongly held and promoted.
Contrast this with the first years of Timor-Leste’s independence when
almost all of the parties, with the exception of one or two, had largely
similar platforms and commitments.

This publication is by no means the complete guide to Timor-Leste’s
political parties. Even now, after a full term of the first Parliament, new
parties are still emerging and established parties are refining their
policies and platforms, as well as looking to see what structures and
activities might best facilitate their aims. It will always be hard to gain
an accurate and detailed picture of all the political groupings in Timor-
Leste given the fluid nature of politics and the relative youth of the
nation’s institutions.

It is hoped these notes will assist in answering questions in relation to
the political parties of Timor-Leste. Given the scarcity of political
information available in Timor-Leste it is hoped that this publication
will serve as a handy contact list for Timorese who are interested in
social change and the political process. To this end, we will look to
have this translated into Tetum. It should go some way to explaining
how parties have changed over time, the people behind them, and
what ideas and policies parties have for the development of Timor-
Leste. More information should become available over time, as parties
reach out to more people, civic education grows and the reporting of
political events becomes more widespread. This should in turn mean a
more responsive and accountable political system.

The document focuses on the present and the future, rather than the
past. Where possible, however, historical background has been
included. This is an essential part of any transparent curriculum vitae
and is not intended in any way to compromise any party or politician.
Timor-Leste is in the process of establishing a strong democracy
and identity. Its political leaders and parties should be permitted the
same freedom.

As far as possible, the information in the pages which follow has been
based on interviews with party leaders or officials and on official party
documents where these exist or could be obtained. I have also
benefited from the assistance of the following: Pat Walsh, George
Thompson, Maria Noronha, Manuel Napoleon, Andrew Chin, Senator
Gavin Marshall, Michael Morgan, Karen Moyers and Gillian Davenport.

East Timor's new president Jose Ramos Horta says the nation's police force continues to suffer from a lack of discipline, after officers allegedly shot dead two activists during rallies for a new party headed by former East Timor president Xanana Gusmao.

Saying the deaths had embarrassed the nation, Ramos Horta declared those responsible should receive "severe punishment".

The United Nations on Monday stepped up security in Viqueque, south east of Dili, amid rising tensions after the deaths of the two men, supporters of Gusmao's party, National Congress for Reconstruction of Timor-Leste (CNRT).

UN Police fired warning shots and tear gas in Viqueque market on Sunday afternoon after fighting broke out between CNRT supporters and opponents following a CNRT rally in the Fretilin-stronghold.

One man, Alfonso "Kuda Lay" Guterres, died after he was allegedly shot by an off-duty Timorese police officer.

Another CNRT supporter, 24, was shot dead and a 16-year-old youth injured shortly later, as a group of CNRT supporters, accompanied by the former president, attempted to return the dead man's body to Ossu.

"Initial reports indicate that PNTL (East Timor police) fired shots to control a crowd at a roadblock near Ossu," the acting head of the UN's mission in East Timor, Eric Tan said.

The Australian-led international stabilisation force has deployed a platoon to the region.

Ramos Horta, who was due to fly to Jakarta on Monday afternoon for his first official visit as president, said the police entrusted to safeguard the elections had failed in their duty.

"Several members of the PNTL have engaged in crime ... We see that indiscipline is still very strong within the PNTL," he said.

He warned: "There is no impunity in this country".

Reform of East Timor's security sector is considered key to the country's future, after clashes between elements of the police and defence forces sparked last year's crisis, resulting in 37 deaths.

Former president Gusmao, meanwhile, declared it a "sad day" for democracy in East Timor.

The CNRT party is likely to pose a major challenge to East Timor's ruling Fretilin party in the June 30 poll, and Gusmao will become Prime Minister if it wins.

On Monday he joined other leaders in calling for peace, warning that those responsible didn't want a peaceful election process.

"This is a very sad day for me and for East Timor's democracy," he said in a statement.

"I again call on all people of our young nation to give up violence. With violence we only hurt ourselves, our country, and those that we love."

Meanwhile, the UN's Tan said police were still searching for the off-duty police officer believed responsible for Guterres' death and the motive was unknown.

"We are treating both shootings seriously," he said.

"Neither incident suggests an attempt on Mr Gusmaos life."

Tan said East Timor's leaders had met and urged political supporters to remain calm ahead of the June 30 poll.

Fretilin condemned the violence and called for a full investigation, saying the dead man had been armed.

"There also needs to be an inquiry to explain why a campaign member of a political party was armed with a gun and to determine the person that provided him with that weapon," Fretilin secretary general Mari Alkatiri said.

"Fretilin condemns all forms of violence and proactive campaigning. Those who are guilty of perpetrating violence must be arrested and brought to trial so that justice can be served."

Manhunt launched after political slaying in East Timor

DILI, East Timor (AP): East Timor independence hero Xanana Gusmao accused those behind the slaying of one his campaign workers of wanting to disrupt upcoming elections seen as key to restoring stability in Asia's newest nation.

Authorities said a group of off-duty police officers were suspected in Sunday's slaying, indicating that bitter divisions in the country's security forces and ruling elite that exploded into violence and political turmoil last year remain a threat.

"This is a very sad day for me and for East Timor's democracy,'' Gusmao, who will become prime minister if his party wins the June 30 polls, said in a statement Monday.

He said the killers did not want "the election process to take place in peace.''

"I again call on all people of our young nation to give up violence. With violence we only hurt ourselves, our country, and those that we love,'' he said.

Afonso Kudalai was shot three times at close range at a campaign rally for Gusmao's newly formed party on Sunday in Viqueque district, 183 kilometers (113 miles) from the capital, Dili.

Police inspector Jose Carvalho said his officers and those from the United Nations were searching for the killer or killers, whom he said were believed to be off-duty police officers.

He declined to speculate on a motive for the killing.

It was not immediately clear if the shooting was related to an attack Sunday on Gusmao's motorcade, also in Viqueque, when several vehicles were pelted with stones. Gusmao was unhurt.

East Timor, which broke from Indonesian rule in a U.N.-sponsored 1999 ballot, had been heralded as a success in nation-building until a rift in the police and armed forces escalated into gunbattles, looting, arson and gang warfare just over a year ago. The violence killed 37 people and drove 155,000 from their homes.

Nobel Peace Prize laureate Jose Ramos-Horta was elected president on May 9, raising hopes of stability, although more than 3,000 international police officers and soldiers remain stationed in the country to maintain peace and order.

Ramos-Horta took over from Gusmao, who was imprisoned during Indonesia's occupation for leading the resistance to Jakarta's rule.

Political commentators have expressed fear that efforts by Gusmao and Ramos-Horta to sideline Fretilin -- which was the traditional party of resistance to Indonesian rule and currently holds a majority of seats in the legislature -- could lead to more bloodshed.

In a statement, Fretilin "demanded that a proper independent investigation be carried out in relation to the death'' of the campaign worker, alleging that he had been armed.

On Thursday, a hand grenade killed a man and wounded three others, while supporters of rival candidates clashed with machetes and rocks elsewhere in the country, wounding a dozen people.

East Timor, a former Portuguese colony, is the youngest and poorest country in Asia, with an unemployment rate of around 50 percent. About two-thirds of children under age 5 are malnourished

Fórum-Haksesuk (FH) afirmou de que:”o envolveu da
Fretilin no ataque contra Xanana em localidade Beaço,
no distrito de Viqueque. Na sequência desta ataque
vitimou um segurança civil do Presidente do CNRT
(Congreso Nacional de Reconstrução Timorense) e
próprio Xanana escapou ataques e cinco carros da
caravana da campanha do CNRT foram destruídas,
adiantou o fonte que não quer revelar a sua identidade
devido o problema segurança. O acto foi levada ao cabo
pelo membro de PNTL (Policia Nacional Timorense).
Adiantou o fonte, os autores de ataques foram
entregues ao Xanana e confessou de que receberam as
ordem da liderança da Fretilin para matar Xanana. A
vitima chama-se Afonso Kudalai, natural de Ossu, e o
corpo foi transportado para Ossu.
Segundo os testemunha recolhido no terreno, a vitima
foi morto à queima-roupa por um elemento não
uniformizado e fora de serviço da Polícia Nacional de
Timor-Leste (PNTL), declarou à Lusa uma fonte oficial
da missão das Nações Unidas (UNMIT).
O incidente ocorreu cerca das 16:00 horas de hoje.
O polícia acertou primeiro numa perna e depois deu
três tiros na cabeça do segurança», relatou à Lusa,
poucos minutos após o incidente, Germano da Silva, um
dos organizadores da campanha do CNRT em Viqueque. O
incidente aconteceu depois de ter havido provocações
durante o comício» de Xanana Gusmão em Viqueque,

«Um sobrinho do Afonso Kudelai foi arranjar uma
viatura e foi espancado pelos elementos do grupo que
tentou acabar com o comício», relatou o mesmo elemento
do CNRT.

Entretanto, o secretário-geral da FRETILIN, Mari
Alkatiri, exigiu que fosse levantado um inquérito aos
incidentes em Viqueque afirmando que as provocações se
iniciaram no seio da comitiva do CNRT e que o
segurança do CNRT estaria armado. Alkatiri
interroga-se sobre a legalidade de um civil se
encontrar armado numa comitiva em campanha eleitoral.
Um dos membros da direcção do CNRT confrontado com a
posição de Alkatiri e o comunicado da Fretilin,
respondeu que "esse senhor é um provocador
profissional. Então, ele andou a armar a FRETILIN
toda, fartaram-se de matar, estão armados, provocam a
nossa comitiva, matam-nos um segurança em Viqueque,
matam-nos mais um nosso militante em Ossú e ainda vem
provocar com pedidos de inquérito armado em santinho
como se nada tivessem feito em Viqueque e Ossú".

Reinado letter denies Indonesia asylum bid
Fugitive East Timorese rebel Major Alfredo Reinado has sent an open letter to media denying reports that he had flown to Indonesia to seek asylum.

"I state that I have never thought of seeking political asylum in another country," Reinado said in the letter sent to the various media in the capital, Dili.

Reinado reiterated that he was fully prepared to surrender to authorities but first sought a halt to military operations hunting him down.

The manhunt was launched by the government in February after he and his men attacked several border police outposts and fled with dozens of weapons.

"I want to convince you that I am ready to turn myself in to Dili, whenever the time. I only need four hours if the government and the state halt the military and police operations," he said.

He added while he welcomed any attempt to hold dialogue with the authorities, it should follow a procedure "that will not hurt or take my life or those of my men".

Reinado made a television appearance last Sunday when he was interviewed at an undisclosed location by an Indonesian private television channel, giving rise to speculation then that he might already be outside of the country and ready to seek asylum.

Australian-led troops attacked his mountain hideout in March, killing five of his armed supporters in a failed offensive.

The fugitive has previously been blamed in part for last year's unrest, after he and others led 600 soldiers to desert the army over claims of discrimination.

At least 37 people were killed, another 150,000 displaced and Australian-led international peacekeepers were dispatched to restore security.

Gunmen shot dead a political activist during a campaign rally for a new party headed by former East Timor President Xanana Gusmao, a witness and an official says.

A group of five armed men opened fire on Alfonso "Kuda Lay" Guterres at the rally by the National Congress of Reconstruction of Timor (CNRT) party in the eastern town of Viqueque, radio correspondent Mario Pinto told AFP from Viqueque, a stronghold of the dominant Fretilin Party.

"He was shot dead by five armed men in civilians (clothing), only a few metres from the Viqueque police station," Mr Pinto said.

Mr Pinto said Mr Guterres died on the spot from multiple gunshot wounds.

He said people were "in a panic" following the incident, but did not elaborate.

Home Minister Alcino Barris confirmed that Mr Guterres had been shot dead.

"The police are currently conducting an investigation how (the victim was killed) and the motive behind the incident," Mr Barris told AFP in Dili.

There was no immediate comment from the CNRT or the police.

Campaigning kicked off last week for crucial June 30 elections to choose a new prime minister and parliament.

The polls are expected to be a tough contest between the CNRT and Fretilin, which has dominated Parliament since East Timor officially gained its independence from Indonesia in 2002.

CNRT preparado para estar na oposicao

Macau, China, 31 Mai (Lusa) - O Congresso Nacional da Resistência Timorense (CNRT) "está preparado" para se sentar no parlamento como oposição e deseja trabalhar em prol do desenvolvimento do país, afirmou o secretário-geral do partido, Dionísio Babo Soares.

Em Macau a participar num curso de formação contra a corrupção, organizado no Instituto Inter-Universitário, Dionísio Babo sustenta que o partido liderado por Xanana Gusmão "quer ganhar as eleições mas não coloca de parte a possibilidade de ir para a oposição".

"Se o povo decidir assim, o CNRT está preparado para ir para a oposição e ajudar quem vier a ser governante de Timor-Leste a desenvolver o país e a ser uma oposição construtiva e não como todos pensam que só quer derrotar a Fretilin", afirmou.

Dionísio Babo defendeu, no entanto, que um governo da Fretilin "tem também que dialogar com a oposição e de se renovar aprendendo com os erros do passado".

"Os problemas entre a Fretilin e a oposição não eram institucionais mas pessoais e se houver uma mudança aceitável dentro da Fretilin que permita o diálogo com a oposição não vejo razões para o CNRT não estar na oposição construtiva", concluiu.

O CNRT é um dos 13 partidos e coligações concorrentes às eleições legislativas timorenses que se realizam a 30 de Junho.

O processo eleitoral em Timor-Leste tem sido objecto, em Portugal, de dois comentários reveladores, sobretudo, de entendimento distanciado e superficial da realidade timorense: 1) grande surpresa, a da expressiva votação em Fernando Araújo (Lasama). 2) os timorense estão divididos (em tom a meio caminho entre a censura e a decepção).
A «grande surpresa» da votação no líder do Partido Democrático só pode ter surpreendido quem não conhece Timor ou não esteve atento às implicações da crise de 2006. Ou, ainda, quem quis fiar-se na versão da FRETILIN no poder (onde continuou, apesar de Ramos Horta «chefiar» o Governo), destilada em reportagens mais complacentes que comprometias... É que já em 2001, mal tinha o PD acabado de nascer (instigado, como todos os novos partidos, por Xanana Gusmão, apostado em não deixar reproduzir-se o perigoso espectro partidário de 1975), logo conseguiu o segundo lugar, ainda que só com oito por cento dos votos. A subida quase 20 por cento, agora, resultará mais da percepção sobre o partido governamental, do que de mérito do PD (mas rendeu a experiência da RENETIL para a campanha por terrenos adversos, mesmo sem camiões, brindes ou almoços pagos). Não fosse a candidatura de Ramos Horta (sem partido, embora já ajudado pelo anúncio do CNRT na forja), e a subida do PD ainda seria mais impressiva, cruzando votos dos jovens desempregados (a maior parte da população timorense), com o grosso dos descontentes, centrados em Dili e nos distritos «loromonus», a oeste (afinal, os mais populosos).
Que os timorenses apareçam «divididos» numa votação entre oito candidatos presidenciais (incluindo uma mulher, Lúcia Lobato, que fez diferença), também não admira: em democracia, é o normal. Tanto dá que votem timorenses, portugueses ou argentinos: o objectivo da votação é justamente a apurar como se dividem os eleitores, para determinar quem é eleito (ou passa) à segunda volta, como em Timor-Leste).
Lamentar a «divisão» dos timorenses poderá traduzir desapontamento daqueles que acreditaram em quem afiançava «esmagar» à primeira volta. Mas bastará «apalpar» o Timor do último ano para perceber que a propaganda eleitoral não passava disso mesmo, sobretudo vinda do partido a quem o povo inevitavelmente julgaria pela governação (e voltará a julgar, na segunda volta e nas eleições legislativas). Quem lamenta não compreendeu ainda que os timorenses, por pobres e iletrados que sejam, de estúpidos nada têm: são tão sofisticados politicamente, quanto tiveram sempre de se adaptar para sobreviver. Quem tente intimidá-los, poderá ver aceitar dinheiro ou arroz, e obter «amens» e até braços no ar em congresso; mas deverá também contar que, na hora de deitar votos na urna, a recato, tudo só depende da consciência de cada timorense. Em 30 de Agosto de 1999, a Indonésia aprendeu no que dá usar metodologia intimidatória em Timor-Leste. A FRETILIN está a aprender: já em 2001 não logrou os 85 por cento dos votos de que se vangloriara, ficando-se pelos 57,5 por cento; agora baixou para metade.
A avaliar pelos resultados apurados desde 9 de Abril, os timorenses dividiram-se «equilibradamente»: tanto que nenhum candidato conseguiu assegurar eleição à primeira volta. A repartição traduz o pluralismo em que hoje se exprime a sociedade timorense. O que terá de merecer uma leitura positiva, se recuarmos ao reduzido quadro de opções que os timorenses tinham em 2002, quando esmagadoramente elegeram Xanana Gusmão para a presidência da República. Preocupante seria se esse quadro se tivesse entretanto estreitado. Mas, cinco anos passados e desaparecendo a figura histórica, federadora, de Xanana do horizonte isto não é fruto do amadurecimento político da sociedade timorense, se isto não representa um avanço democrático em Timor-Leste, apesar da críse ou mesmo por causa da crise, então o que é, e como se traduz, a democracia?
Tal como Portugal em diversas eleições desde um certo Abril, também Timor-Leste se dividiu salutarmente no dia 9. Nesse dia os timorenses deram mais uma comovente demonstração de confiança na democracia como método para resolver diferenças e contradições, de forma pacífica: afluíram em massa às urnas, esperaram pacientes à torreira do sol e votaram ordeiramente. Num dia de eleições como há poucos no mundo, salientou o Representante Especial do S.G.da ONU, Atul Khare:« Pela primeira vez em 93 países onde trabalhei ou visitei, tive um relatório de polícia com zero crimes, zero vítimas e zero detenções».O povo timorense mostrou ser plural e que é pelo voto que quer dividir o trigo do joio: para somar democraticamente. Pela paz e pela boa governação.

Díli, 14 Mai (Lusa) - O dado político mais importante das eleições presidenciais de 2007 em Timor-Leste é a emergência do Partido Democrático (PD), dirigido por Fernando Fernando "Lassama" de Araújo, segundo um especialista francês em assuntos asiáticos entrevistado hoje pela Lusa.
"Há dois partidos emergentes, o PD e o CNRT", ou Congresso Nacional da Reconstrução de Timor-Leste, "mas quanto ao CNRT há uma interrogação", afirmou Jean Berlie, investigador do Centro de Estudos Asiáticos da Universidade de Hong Kong.

"Do CNRT, não se sabe ainda a evolução da campanha e a maturidade dos representantes nos distritos", acrescentou o investigador, autor de um livro sobre a evolução política timorense entre 2000 e 2007, publicado em Março em Cantão, China.

"Posso comparar os dois partidos porque fui ao congresso do PD e ao do CNRT", explica Jean Berlie: "Em comparação, no PD são muito estruturados".

O CNRT, que surgiu há apenas dois meses em torno da figura de Xanana Gusmão, terá na campanha para as legislativas o teste de maturidade.

Admitindo que o CNRT surge "como uma ideia de Xanana Gusmão para permanecer no poder", Jean Berlie salienta que o novo partido apareceu na campanha das presidenciais contra o candidato da Fretilin "mas quem representa a mudança anti-Fretilin é o Partido Democrático".

Jean Berlie acrescenta também que a postura de Xanana Gusmão como líder do CNRT nas legislativas é outra incógnita.

"Será que ele quer mesmo trabalhar de facto como primeiro-ministro? Ou será que está disposto a aceitar a ideia do Partido Social-Democrata de ele ser o presidente do Parlamento?", questionou.

Arriscando uma projecção dos resultados das presidenciais para as legislativas, Jean Berlie pensa que "há quatro partidos que podem ter entre 13 a 16 cadeiras" no Parlamento (que, pela Constituição, pode ter entre 52 a 65 deputados).

"A Fretilin pode ter no máximo 16 cadeiras", diz o investigador francês, que acredita que o actual partido maioritário "não vai descer" do patamar dos 30 por cento obtidos por Francisco Guterres "Lu Olo" nas presidenciais.

"O problema é de psicologia dos votantes", afirma Jean Berlie:

"Agora os eleitores não estão a votar pela independência, como antes, quando o critério era esse".

Jean Berlie concorda que o ex-primeiro-ministro Mari Alkatiri fez escolhas estratégicas correctas para o país "mas o eleitorado não compreende bem essas coisas".

"É uma manifestação emocional. O eleitorado é emocional. Não é racional", diz Jean Berlie.

"Para Ramos-Horta, o eleitorado é emocional mas é organizado. No referendo de 1999 também: foi um voto emocional mas bem orquestrado", comentou.

"O problema de Alkatiri é o desconhecimento do exército e da polícia, que o Joaquim Chissano conhece muito bem", analisa Jean Berli referindo o ex-Presidente de Moçambique, onde o secretário-geral e outros dirigentes da Fretilin viveram o exílio.

"É um problema prever a crise. A crise chega e Mari Alkatiri não sabe reagir. É o caso da crise de 2006", acrescentou.

O ex-primeiro-ministro "é um homem inteligente mas a política não é problema de inteligência mas de mobilização".

Jean Berlie aplica, aliás, este mesmo comentário ao major fugitivo Alfredo Reinado, evadido desde 30 de Agosto de 2006.

"Reinado é capaz de mobilizar a juventude mas isso não é suficiente para ter importância política. Seria bom que ele entrasse na prisão", disse.

Sobre o triunfo presidencial de Ramos-Horta, Jean Berlie afirma que "não é como o de Xanana Gusmão em 2002".

"Resulta de uma união de partidos, pela primeira vez, de oposição à Fretilin. Ramos-Horta foi eleito não por carisma mas por esse apoio. Ele é uma pessoa de compromissos. A união teve sucesso.

Vamos a ver se continua para as legislativa, mas vai ser mais difícil", na análise de Jean Berlie.

Se esta união anti-Fretilin se concretizar numa plataforma para as legislativas e ganhar as eleições, analisa Jean Berlie, não é claro quem ficará na chefia do governo.

O presidente do PSD, Mário Carrascalão, ex-governador do território durante a ocupação indonésia, "é a pessoa mais capaz da oposição", na opinião do investigador francês.

"Mas ele não tem as mesmas condições que tinha em 2000. Pode ser primeiro-ministro agora, mas não daqui a cinco anos, porque não terá capacidade" devido à sua idade.

Fernando "Lassama" de Araújo tem o problema oposto: "É muito novo ainda" para a chefia de um governo.

Jean Berlie é investigador da Universidade de Hong Kong desde 1991. Durante uma década estudou o território de Macau, sobre o qual publicou vários títulos.

Sobre Timor, Berlie publicou uma bibliografia (séculos XVI a XXI, na Les Indes Savantes, Paris) e o recente "Politics and Elections in East Timor, 2001-2006.

Timor-Leste: UNDERTIM no topo do boletim das legislativas
A UNDERTIM, do veterano Cornélio Gama, conhecido como comandante «L7», encabeça a lista de partidos e coligações concorrentes às legislativas de 30 de Junho, por sorteio realizado hoje na Comissão Nacional de Eleições (CNE).

Catorze formações políticas apresentaram as suas listas para as legislativas à CNE até às 23:59 (15:59 em Lisboa) de sexta-feira, 11 de Maio.

A CNE realizou hoje o sorteio da ordem do boletim de voto, perante representantes dos partidos.

O sorteio, usando números introduzidos em 14 bolas depois retiradas de uma tômbola, apurou a seguinte ordem:

2. CNRT - Congresso Nacional de Reconstrução de Timor-Leste
3. PR - Partido Republikanu

Antes do sorteio, o presidente da CNE, Faustino Cardoso, definiu com os representantes de cada partido a grafia exacta de cada formação política.

Houve várias correcções em relação à lista inicial distribuída pelos partidos, detalhes de língua ou de semântica. Os representantes do PMD e do PR optaram pela grafia em tétum e não em português.

O CNRT teve que corrigir a palavra «Conselho» que era, com a mesma sigla, o órgão histórico da resistência timorense, e acrescentar o «Leste» no nome do país.

O representante da UNDERTIM pediu para ser retirada a palavra «Partido» da lista alfabética com que se iniciou o sorteio.

«Os timorenses adoram o ritual», comentava um dos assessores internacionais da máquina eleitoral timorense no final do sorteio, que se prolongou por cerca de duas horas.

Nobel Peace Prize laureate Jose Ramos Horta pledged to do his best to serve the people after winning Timor's presidential elections in a landslide.


The tiny nation's prime minister crushed his opponent, ex-guerilla fighter Francisco Guterres "Lu Olo", securing 73 per cent of the vote with 90 per cent counted.


But Ramos Horta initially appeared unaware of the result, and said he would not be celebrating the convincing win.


"I owe the people, I owe them everything," he told reporters.


"What I owe them is consistency, loyalty in working with everybody to uphold justice, to enhance democracy, to work for the poor of this country, to heal the wounds.


"(But) I don't celebrate because it's going to be five years of hard work - it's no cause for celebration."


Ramos Horta swept 10 of the country's 13 districts, gaining up to 15 times as many votes as his rival in some areas.


He said he had been a reluctant candidate, and described the overwhelming result as a "wake-up call" for the major party Fretilin, the historic party of independence in East Timor.


He also declared outgoing president, the charismatic ex-fighter Xanana Gusmao, as a "very, very high" chance at becoming the country's prime minister in the upcoming legislative elections on June 30.


"(It is) very good, but these elections have been quite surprising," Ramos Horta said.


"New parties like PD the Democratic Party, PSD the Social Democratic Party .... they have fared very well so President Xanana should not take for granted that he can win."


He wasn't concerned about the risk of violence by Fretilin supporters.


"I'm not concerned about that - Fretilin is a well-organised party, disciplined and they will be able to educate their more recalcitrant members ... to accept because we have the legislative elections coming.


"If anyone misbehaves now, if Fretilin misbehaves now, they will be punished in the legislative elections."


The election result came as the Australian-led military force providing security for the poll was forced to defend itself after a series of minor mishaps, including the crash of a small surveillance aircraft in Dili last week.


The unmanned surveillance aircraft - about the size of a model aeroplane - slightly damaged a house when it crashed near an Australian base in the capital last week.


The commander of the international stabilisation forces in East Timor, Brigadier General Mal Rerden, said a special investigation team had been sent from Canberra to determine the cause of the crash, and minor repairs had been made to the house.


All similar craft have been grounded until the results of the investigation, he said.


"There is nothing unusual about aircraft flying around providing observation for the forces on the ground," Brig-Gen Rerden said.


"The simple thing is these unmanned aerial vehicles provide you with another way of seeing the tactical situation."


In a separate incident two weeks ago, a soldier was disciplined after his weapon fell off the back of a vehicle in Gleno and was "misplaced" for a short period, he said.


Brig-Gen Rerden said Australian troops had conducted "hundreds and hundreds" of patrols to secure the country, with only a couple of "very, very minor incidents".

East Timor held a peaceful election for president on Wednesday, bolstering hopes that months of deadly political turmoil in one of the world's newest countries could be near an end.

The orderly queues at polling stations across the former Portuguese colony were in sharp contrast to the violence of the past year, which saw foreign peacekeepers sent in to quiet the unrest.

Nobel Peace Prize winner Jose Ramos-Horta was seen as the favourite ahead of the ruling party's Francisco "Lu-Olo" Guterres after the two men came out on top in last month's first round of voting.

The United Nations said vote counting could take one to two days and both candidates, who accused each other of bribing voters, said they were confident of victory.

"Whatever the outcome, I will win," said Ramos-Horta, who won the Nobel Prize for his role in popularising the Timorese struggle for independence from neighbouring Indonesia after it invaded in 1975.

Guterres, a former resistance fighter and current leader of the ruling Fretilin party that Ramos-Horta founded and later left, echoed his words: "I am confident that I will be the winner."

The presidency is a largely ceremonial position but could have an influence in helping to guide the nation out of more than a year of troubles marked by unrest last year that left 37 people dead and more than 100,000 displaced.

A split between rival factions of the military spiralled into street violence that led officials including outgoing President Xanana Gusmao to appeal for international troops and police to come in and restore order.

East Timor had also descended into violence after voting in a 1999 referendum for independence from Indonesia -- something it won in 2002 after three years of administration by the United Nations.

Many Timorese are hoping the presidential election -- the country's first since independence -- will help to unify the nation, which is one of the poorest on the planet.

"We hope that the next president, whoever that is, can get us out of this crisis, this conflict," said George Lopes Belo, a 29-year-old sometime labourer voting at a primary school in the second city of Baucau.

Queues formed early at tightly guarded polling stations outside of the capital, but the mood was more subdued in Dili, where voters arrived at stations at scattered times and quickly cast their ballots.

"Reports so far indicate that the vote has proceeded without significant violence," UN spokeswoman Allison Cooper said. "It's been peaceful and we are hoping it will extend to the counting."

Polling stations were being secured by 4,000 UN and local police, backed by about 1,000 troops from the Australian-led international security force sent in after last year's violence.

The charismatic Gusmao, who is expected to run to replace Ramos-Horta in the more powerful post of prime minister in other elections next month, urged the East Timorese people to accept the result peacefully.

"We have to abide by the decision to uphold and develop democracy," he said.

Gusmao said earlier this week that last year's unrest severely set back efforts to rebuild the country.

PD's backing for Ramos-Horta in the upcoming second round
presidential elections set to take place on 9th May 2007.

This announcement means that Ramos-Horta now has the backing of all
major candidates that didn't make it from the first round elections,
demonstrating a clear dissatisfaction with the current Fretilin
regime and its conduct during the first round ballot.

At today's press conference Lasama stated, "Fretilin have
demonstrated a total disregard for the people of our country,
thinking that they can buy peoples votes as if it was a possession. A
vote is more than that, it is a civil right and is not for sale. A
free and fair election is the right of our people, one earnt through
many years of suffering and conflict and must be protected.

Today brave people from the village of Watulari protested in person
to parliament about Fretilin intimidation forcing them to sell their
voting cards.

"This is unacceptable," Lasama continued, "therefore, with our focus
on the future, we recognise the need to instigate change through
democratic means, and give our full backing to Jos Ramos-Horta as our
Presidential candidate of choice.

"Mindful of the failures of the Fretilin government over the last
five years, failure to put the interests of the people before
themselves, failure to work with all aspects of Timorese society,
failure to work with opposition parties in the national interest, we
must endorse Ramos-Horta to avoid an unending conflict for the country."

Ramos-Horta stated in the press conference, "I am proud to stand here
today next to Fernando Lasama de Arajo in a call for free and fair
elections in East Timor. I have voiced my concerns about conduct in
the first round publicly, and also in private talks with foreign
ambassadors. I have called upon them to assist in the elimination of
intimidation, in vote tampering, in the acts of government ministers
abusing the free access cards they are given to polling stations.

"I once again call for the establishment of a free society where
people are free to execute their democratic rights of voting free
from intimidation and corruption. I will work with all people, all
parties to build a better future for our people. I will work to hold
to account those that abuse the democratic system to build a country
where all are free from the chains of poverty and suppression. Where
all have the right to an education, to a roof over their heads, to
food and clothing, and most importantly a country built on peace and
co-operation."

Early counting in East Timor's presidential election suggests support for the ruling Fretilin party has dropped, an international election observer said.
Damien Kingsbury, who is helping monitor the poll in the troubled nation, said that while it was very early days, Fretilin seemed to be falling short of the party's predictions of a landslide victory.

Counting proceeded at an extremely slow pace on Tuesday. With eight candidates splitting the vote, political analysts say its highly unlikely any of them will win the required majority.
They say a second ballot next month, between the two top contenders, will almost certainly be needed to decide who will be the troubled nation's next president.
Kingsbury - from Deakin University's School of International and Political Studies - said Fretilin's Francisco Guterres "Lu Olo" appeared to be struggling.
"On the very early figures the Fretilin candidate 'Lu Olo' Guterres is struggling, but it would be too early to write him off at this stage," he cautioned on Tuesday.
"The indications certainly are that Fretilin is struggling ... that the Fretilin candidate ... is not doing nearly as well as he expected or his party expected.
"The indications are that he is almost certainly not going to get ... elected in the first round as president - that's almost completely off the cards.
"The real question will be whether he gets into the second round."
In the capital Dili - one of 13 voting districts - the National Electoral Commission (CNE) on Tuesday said preliminary estimates put Prime Minister Jose Ramos Horta slightly ahead in the presidential race.
However counting is in its very early stages, he cautioned, warning against reading too much into early trends.
Ramos Horta, an independent, along with Guterres and the Democratic Party's Fernando "La Sama" de Araujo are considered the
favourites to replace independence fighter Xanana Gusmao as president.
The United Nations on Tuesday called on political parties to accept the election result when it finally comes, or to challenge it in the courts.
"In some ways the real challenge for the nation begins now - accepting results, includes accepting defeat and using the defeat as an opportunity to form a strong opposition," said the UN's special representative in East Timor Atul Khare said.
The UN congratulated the East Timorese for the absence of violence during yesterday's vote, and said the turnout had been "very high".
"Voting in the presidential elections proceeded without major incidents of violence or intimidation, which is already a very good result for these elections of Timor Leste," Khare said.
"From whatever I saw ... I sincerely believe that the attitude of the voters was positive, confident and excited."
Kingsbury said early indications showed 90% of registered voters had cast a ballot, with only minor technical issues and virtually no incidents of violence.
"The East Timorese themselves came out as they did in 1999, full of hope and expectation, they were early, they were there before
the polling stations were opened wearing their best clothes - happy and committed and I think genuinely committed to having a say in
the future of their own country," he said.
Kingsbury said it would be good for East Timor's stability if the Fretilin candidate made it to any run-off vote.
"I think in terms of political stability in East Timor it would be good for Fretilin to make it into the second round because if they were not successful it would take some of the sting out of their defeat," he said.
"But if they don't make it into the second round I think there is going to be a great deal of disappointment in the Fretilin camp."
Thousands of police, backed by Australian and New Zealand troops, remain on guard in Dili, working to prevent any outbreak of
violence.
However, the situation is expected to remain tense for months, with parliamentary elections across East Timor due to follow in
June.
